28 WHEREAS, Heather Keister of Lubbock was named the 2024
39 Engineer of the Year by the South Plains Chapter of the Texas
410 Society of Professional Engineers; and
511 WHEREAS, The highest honor given to a TSPE member, this
612 prestigious accolade recognizes an individual whose work has
713 advanced the engineering profession while making a meaningful
814 difference in their community; and
9- WHEREAS, Ms. Keister has more than two decades of
10- experience in civil engineering, and she has specialized in
11- stormwater, transportation, infrastructure, planning, and
12- development; in 2013, she helped to establish the Freese and
13- Nichols office in Lubbock, and under her able leadership, the
14- engineering, planning, and consulting firm has played an
15- instrumental role in numerous infrastructure projects in West
16- Texas and has expanded its presence in the region; and
15+ WHEREAS, Ms. Keister has more than two decades of experience
16+ in civil engineering, and she has specialized in stormwater,
17+ transportation, infrastructure, planning, and development; in
18+ 2013, she helped to establish the Freese and Nichols office in
19+ Lubbock, and under her able leadership, the engineering, planning,
20+ and consulting firm has played an instrumental role in numerous
21+ infrastructure projects in West Texas and has expanded its presence
22+ in the region; and
1723 WHEREAS, Over the course of her tenure with Freese and
18- Nichols, Ms. Keister has been involved in projects such as the
19- City of Lubbock road bond program, for which she spearheaded the
20- citizen committee, and she led the development of the 2023 Upper
21- Brazos Regional Flood Plan; and
22- WHEREAS, Ms. Keister has served on committees and boards
23- for Lubbock Area United Way, the Lubbock Chamber of Commerce, the
24- City of Lubbock, the TSPE South Plains Chapter, Leadership
25- Lubbock, and the Texas Chapter of the American Public Works
26- Association; she has further distinguished herself as a trusted
27- mentor to engineering students, and she has delivered a number of
28- presentations at Texas Tech University; among her many honors,
29- she was named the 2024 Businessperson of the Year by the Lubbock
30- Chamber of Commerce; and
24+ Nichols, Ms. Keister has been involved in projects such as the City

35- now, therefore, be it
36- RESOLVED, That the Senate of the State of Texas, 89th
37- Legislature, hereby congratulate Heather Keister on being named
38- the 2024 Engineer of the Year by the South Plains Chapter of the
39- Texas Society of Professional Engineers and extend to her sincere
40- best wishes for continued success; and, be it further
37+ commitment to excellence have greatly benefited her fellow Texans
38+ and earned her the respect and admiration of her peers, and she may
39+ indeed reflect with pride on her accomplishments; now, therefore,

41+ RESOLVED, That the Senate of the 89th Texas Legislature
42+ hereby congratulate Heather Keister on being named the 2024
