7+ SENATE RESOLUTION
58 WHEREAS, The Senate of the State of Texas is pleased to
69 honor and commemorate the life of Eddie Bernice Johnson, who died
710 on December 31, 2023, at the age of 89; and
811 WHEREAS, Eddie Bernice Johnson was born on December 3,
912 1934, in Waco; a graduate of A. J. Moore High School, she studied
1013 nursing at Saint Mary's College and later went on to earn a
1114 nursing degree from Texas Christian University and a master's
1215 degree in public administration from Southern Methodist
1316 University; and
1417 WHEREAS, Upon moving to Dallas in the late 1950s, she
1518 experienced the blatant racism and discrimination that helped to
1619 inspire her commitment to activism and advocacy, and she went on
1720 to lead an exceptional career of public service that helped to
1821 transform the city and improved the lives of people across the
1922 nation; and
2023 WHEREAS, Eddie Bernice Johnson began her career as a chief
2124 psychiatric nurse, and in 1972, she became the first Black woman
2225 elected to represent Dallas County in the Texas House of
2326 Representatives, where she earned a reputation as a champion for
2427 women and children and was admired for her bipartisan and
2528 no-nonsense approach to policymaking; and
2629 WHEREAS, In 1977, she accepted an appointment to serve as a
2730 regional director of the United States Department of Health,
2831 Education, and Welfare under President Jimmy Carter; after a
2932 period of time with the federal government and in the private
3033 sector, she returned to Texas, and in 1986, she became the first
3134 Black person since Reconstruction to represent Dallas in the
3235 Texas Senate; she brought her state service to a close in 1992,
3336 when she was elected to the United States Congress; and
3437 WHEREAS, Congresswoman Johnson led many committees and
3538 subcommittees that effected progress in such areas as human
3639 rights, STEM education, transportation, environmental policy,
3740 and foreign relations; widely recognized as one of the most
3841 effective legislators in Congress, she was responsible for
3942 authoring and co-authoring more than 175 enacted bills; and
4043 WHEREAS, Her distinguished career in public service
4144 included 15 terms of leadership representing the 30th
4245 Congressional District of Texas, and she continued serving her
43- Dallas community while tirelessly supporting human rights in
44- the United States and around the globe; an esteemed Democratic
45- leader and a woman of great courage and strength, Eddie Bernice
46- Johnson was a devoted mother to her son, Kirk Johnson, whom she
47- raised by loving example; she was a proud grandmother to her
48- three grandsons and to her great-grandchildren, who all
49- enriched her life immeasurably; and
46+ Dallas community while tirelessly supporting human rights in the
47+ United States and around the globe; an esteemed Democratic leader
48+ and a woman of great courage and strength, Eddie Bernice Johnson
49+ was a devoted mother to her son, Kirk Johnson, whom she raised by
50+ loving example; she was a proud grandmother to her three
51+ grandsons and to her great-grandchildren, who all enriched her
52+ life immeasurably; and
5053 WHEREAS, Eddie Bernice Johnson's extraordinary leadership
5154 and dedication to public service will long be remembered by the
5255 people of the Lone Star State and by citizens and leaders
5356 throughout our great nation; her remarkable life and her
5457 outstanding achievements are a source of inspiration to
5558 countless people, and her enduring legacy is a shining example to
5659 current and future generations; now, therefore, be it
5760 RESOLVED, That the Senate of the State of Texas, 89th
5861 Legislature, hereby pay tribute to the memory of Eddie Bernice
5962 Johnson; and, be it further
6063 RESOLVED, That a copy of this Resolution be prepared for
6164 her family and that when the Senate adjourns this day, it do so in
6265 memory of Eddie Bernice Johnson.
