8 | 11 | | WHEREAS, Eddie Bernice Johnson was born on December 3, |

9 | 12 | | 1934, in Waco; a graduate of A. J. Moore High School, she studied |
---|
10 | 13 | | nursing at Saint Mary's College and later went on to earn a |
---|
11 | 14 | | nursing degree from Texas Christian University and a master's |
---|
12 | 15 | | degree in public administration from Southern Methodist |
---|
13 | 16 | | University; and |
---|
14 | 17 | | WHEREAS, Upon moving to Dallas in the late 1950s, she |
---|
15 | 18 | | experienced the blatant racism and discrimination that helped to |
---|
16 | 19 | | inspire her commitment to activism and advocacy, and she went on |
---|
17 | 20 | | to lead an exceptional career of public service that helped to |
---|
18 | 21 | | transform the city and improved the lives of people across the |
---|
19 | 22 | | nation; and |
---|
20 | 23 | | WHEREAS, Eddie Bernice Johnson began her career as a chief |
---|
21 | 24 | | psychiatric nurse, and in 1972, she became the first Black woman |
---|
22 | 25 | | elected to represent Dallas County in the Texas House of |
---|
23 | 26 | | Representatives, where she earned a reputation as a champion for |
---|
24 | 27 | | women and children and was admired for her bipartisan and |
---|
25 | 28 | | no-nonsense approach to policymaking; and |
---|
26 | 29 | | WHEREAS, In 1977, she accepted an appointment to serve as a |
---|
27 | 30 | | regional director of the United States Department of Health, |
---|
28 | 31 | | Education, and Welfare under President Jimmy Carter; after a |
---|
29 | 32 | | period of time with the federal government and in the private |
---|
30 | 33 | | sector, she returned to Texas, and in 1986, she became the first |
---|
31 | 34 | | Black person since Reconstruction to represent Dallas in the |
---|
32 | 35 | | Texas Senate; she brought her state service to a close in 1992, |
---|
33 | 36 | | when she was elected to the United States Congress; and |
---|
34 | 37 | | WHEREAS, Congresswoman Johnson led many committees and |
---|
35 | 38 | | subcommittees that effected progress in such areas as human |
---|
36 | 39 | | rights, STEM education, transportation, environmental policy, |
---|
37 | 40 | | and foreign relations; widely recognized as one of the most |
---|
38 | 41 | | effective legislators in Congress, she was responsible for |
---|
39 | 42 | | authoring and co-authoring more than 175 enacted bills; and |
---|
40 | 43 | | WHEREAS, Her distinguished career in public service |
---|
41 | 44 | | included 15 terms of leadership representing the 30th |
---|
42 | 45 | | Congressional District of Texas, and she continued serving her |
---|
43 | | - | Dallas community while tirelessly supporting human rights in |
---|
44 | | - | the United States and around the globe; an esteemed Democratic |
---|
45 | | - | leader and a woman of great courage and strength, Eddie Bernice |

46 | | - | Johnson was a devoted mother to her son, Kirk Johnson, whom she |

47 | | - | raised by loving example; she was a proud grandmother to her |

58 | 61 | | Legislature, hereby pay tribute to the memory of Eddie Bernice |
