2- WHEREAS, The 80th birthday of an esteemed legislator is
3- truly cause for celebration, and State Representative Harold
4- V. Dutton, Jr., of Houston is marking this significant milestone
5- in his life on February 17, 2025, to the delight of his family,
6- his friends, and his colleagues in the Capitol community; and

8+ WHEREAS, The 80th birthday of an esteemed legislator is truly
9+ cause for celebration, and State Representative Harold V. Dutton,
10+ Jr., of Houston is marking this significant milestone in his life on
11+ February 17, 2025, to the delight of his family, his friends, and
12+ his colleagues in the Capitol community; and
713 WHEREAS, A proud son of Houston's Fifth Ward, Harold Dutton
814 was born in 1945, and he received his diploma from Phillis Wheatley
915 High School at the age of 16; after earning his bachelor's degree in
1016 accounting from Texas Southern University, he went on to graduate
1117 from the Thurgood Marshall School of Law at TSU; he held management
1218 positions with Conoco in the areas of corporate planning and
1319 economic analysis before becoming president of Four Star
1420 Broadcasting and opening his law practice; and
15- WHEREAS, Representative Dutton was first elected to the
16- Texas House of Representatives in 1984, and he is presently
17- serving his 21st term in office; during his remarkable 40-year
18- tenure, he has served on numerous committees and in many
19- leadership roles, including as chair of the Urban Affairs and the
20- Juvenile Justice and Family Issues Committees, and he became the
21- first African American chair of the Public Education Committee
22- during the 87th Legislative Session in 2021; moreover, he has
23- served as chair of the Texas Legislative Black Caucus and the
24- Harris County legislative delegation; and
21+ WHEREAS, Representative Dutton was first elected to the Texas
22+ House of Representatives in 1984, and he is presently serving his
23+ 21st term in office; during his remarkable 40-year tenure, he has
24+ served on numerous committees and in many leadership roles,
25+ including as chair of the Urban Affairs and the Juvenile Justice and
26+ Family Issues Committees, and he became the first African American
27+ chair of the Public Education Committee during the 87th Legislative
28+ Session in 2021; moreover, he has served as chair of the Texas
29+ Legislative Black Caucus and the Harris County legislative

2531 WHEREAS, Among his many achievements as a lawmaker,
2632 Representative Dutton sponsored the state's first statutory
27- program to assist women- and minority-owned businesses, as well
28- as initiatives to enhance public education, particularly
29- regarding alternative education and early childhood literacy; he
30- has also sponsored legislation to establish the annual sales tax
31- holiday, to compensate individuals who are wrongfully convicted,
32- and to create incentives to improve the availability and
33- affordability of property insurance in traditionally underserved
34- areas; the recipient of myriad accolades, he was named Legislator
35- of the Year by the Texas Municipal League and was recognized as a
36- Distinguished Alumnus by the TSU School of Business, and he has
37- been honored by a host of organizations and publications through
38- the years; and
39- WHEREAS, Over the course of his long and distinguished
40- career in the Texas Legislature, Harold Dutton has earned the
41- deep admiration of his colleagues and constituents alike, and he
42- may indeed reflect with pride on his wide-ranging contributions
43- as he celebrates eight decades of life well lived; now,
44- therefore, be it
45- RESOLVED, That the Senate of the State of Texas, 89th
46- Legislature, hereby congratulate the Honorable Harold V. Dutton,
47- Jr., on the occasion of his 80th birthday and extend to him
48- sincere best wishes for the future; and, be it further
