58 WHEREAS, Residents of Baytown lost a beloved civic leader
69 with the passing of former mayor Pedro Cuellar Alfaro on
710 December 11, 2023, at the age of 83; and
811 WHEREAS, The son of Felipe and Victoriana Alfaro, Pedro
9- "Pete" Alfaro was born on August 10, 1940; after graduating from

1316 Guadalupe, and they were blessed with four children, Debi, who
1417 preceded him in death, Priscilla, Sandra, and Paul; offering
1518 unconditional support, he attended their activities whenever
1619 possible as they grew up and encouraged their friends as well; and
1720 WHEREAS, Mr. Alfaro was elected as Baytown's first Hispanic
18- mayor in 1989, and over the next 11 years, he worked tirelessly
19- for the betterment of his community; his vision, determination,
20- and positive relationships with state officials were
21- instrumental in the completion of the Fred Hartman Bridge over
22- the Houston Ship Channel, and he advocated powerfully for
23- improving other infrastructure; he was a mentor to innumerable
24- people while in office and served in many other leadership roles,
25- including member of the board of San Jacinto Hospital, chair of
26- the board of regents of Lee College, and president of the Rotary
27- Club of Baytown; in addition, he provided his expertise to Bay
28- Area Homeless Services; during 27 years on the board of Houston
29- Methodist Baytown, he chaired the Patient and Family Advisory
30- Council; the hospital named its Lupe and Pete Alfaro Clinical
31- Education and Training Facility in honor of him and his wife, and
32- among other accolades, he was named 2004 Baytown Sun Citizen of
33- the Year; and
34- WHEREAS, Pete Alfaro made a lasting, positive difference
35- in his community, and those he left behind will forever treasure
36- their memories of his warmth, kindness, and wonderful sense of
37- humor; now, therefore, be it
38- RESOLVED, That the Senate of the State of Texas, 89th
39- Legislature, hereby pay tribute to the life of Pedro Cuellar Alfaro
40- and extend sincere sympathy to the members of his family: to his
41- wife, Guadalupe Alfaro; to his children, Dr. Priscilla Alfaro,
42- Sandra Rodriguez and her husband, Manny, and Paul Alfaro and his
43- wife, Amanda; to his grandchildren, Christopher, Marissa, Austin,
21+ mayor in 1989, and over the next 11 years, he worked tirelessly for
