8+ WHEREAS, The outstanding endeavors of the Consulate General
9+ of France in Houston serve to strengthen the meaningful connections
10+ with Texas that have spanned many centuries; and
511 WHEREAS, In 1685, famed French explorer René-Robert
612 Cavelier, Sieur de la Salle, landed at present-day Matagorda Bay
713 and built the Fort St. Louis stockade; the settlement was
814 short-lived, but in 1818, a friend of Napoleon Bonaparte, General
9- Charles Francois Antoine Lallemand, brought a band of army
10- veterans to establish Champ d'Asile on thinly populated Spanish
11- territory near modern Liberty; Spain did not take kindly to the
12- incursion, but the brief French presence helped to define the
13- Sabine River as the border between Louisiana and Texas; and

2733 WHEREAS, Led since 2021 by Consul General Valérie Baraban,
2834 the Consulate General of France in Houston provides services to
2935 French citizens living in the Lone Star State; it also promotes
3036 French business, science, and technology and fosters language
31- learning and cultural appreciation through its Villa Albertine
32- in Texas program; in 2024, it partnered in the creation of the

3440 WHEREAS, The friendship between France and Texas has long
3541 been a driver of prosperity and a source of vibrant cultural

3844 valuable exchange; now, therefore, be it
39- RESOLVED, That the Senate of the State of Texas, 89th
40- Legislature, hereby honor the Consulate General of France in
41- Houston for its contributions and recognize the enduring bonds
42- between France and Texas; and, be it further
45+ RESOLVED, That the Senate of the 89th Texas Legislature
46+ hereby honor the Consulate General of France in Houston for its
47+ contributions and recognize the enduring bonds between France and
48+ Texas; and, be it further
4349 RESOLVED, That an official copy of this resolution be
44- prepared for the consulate as an expression of high regard from
45- the Texas Senate.
