6 | 11 | | Lone Star State; and |

7 | 12 | | WHEREAS, An event celebrating Black history was |
---|
8 | 13 | | established in 1926 as a weeklong observance by Dr. Carter |
---|
9 | 14 | | G. Woodson, an author and scholar whose parents had been |
---|
10 | 15 | | enslaved; he sought a means of educating all U.S. citizens about |
---|
11 | 16 | | African American culture and engendering pride among Black |
---|
12 | 17 | | Americans; the tribute was expanded to a month in 1976 and was |
---|
13 | 18 | | officially recognized by President Gerald Ford, who encouraged |
---|
14 | 19 | | all Americans to join him "in tribute to Black History Month and |
---|
15 | 20 | | the message of courage and perseverance it brings to all of us"; |
---|
16 | 21 | | and |
---|
17 | 22 | | WHEREAS, People of African descent have a long history in |
---|
18 | 23 | | Texas; in 1528, a Moor named Estevan accompanied the Spanish |
---|
19 | 24 | | explorer Álvar Núñez Cabeza de Vaca on a trek across the land that |
---|
20 | 25 | | would later become the Lone Star State; by the end of the 18th |
---|
21 | 26 | | century, some 450 individuals of African origin lived in Spanish |
---|
22 | 27 | | Texas, and in the early 1800s, many African Americans who had |
---|
23 | 28 | | been enslaved in the American South crossed the Sabine River, |
---|
24 | 29 | | seeking their freedom and settling in East Texas; and |
---|
25 | 30 | | WHEREAS, In the 19th century, before emancipation, African |
---|
26 | 31 | | Americans played an enormous role in producing the state's |
---|
27 | 32 | | agricultural bounty and also worked as skilled artisans; and |
---|
28 | 33 | | WHEREAS, Freed of their shackles at the end of the Civil |
---|
29 | 34 | | War, Black citizens applied themselves to new realms of endeavor; |
---|
30 | 35 | | many moved to urban centers, and in the years that followed, |
---|
31 | 36 | | provided labor for new industries that were established; African |
---|
32 | 37 | | Americans also excelled in tasks that ranged from ranching and |
---|
33 | 38 | | military duty to service as state legislators; moreover, a people |
---|
34 | 39 | | who just a few short years before had been held in bondage |
---|
35 | 40 | | enrolled in schools and colleges as they sought a path to a better |
---|
36 | 41 | | future and a means of coping with the difficult challenges that |
---|
37 | 42 | | surrounded them; and |
---|
38 | 43 | | WHEREAS, African American infantry and cavalry garrisoned |
---|
39 | 44 | | forts in West Texas during the Indian Wars; known as "Buffalo |
---|
40 | 45 | | Soldiers," they patrolled the frontier with the assistance of |
---|
41 | 46 | | Seminole-Negro Indian scouts, built roads, and escorted mail |
---|
42 | 47 | | carriers; Sergeant Emmanuel Stance, stationed at Fort McKavett, |
---|
43 | 48 | | was the first African American who fought in the Indian Wars to be |
---|
44 | 49 | | awarded the Medal of Honor; and |
---|
45 | 50 | | WHEREAS, Since the early 1800s, African Americans have |
---|
46 | 51 | | been involved in the cattle industry; one of the most famous |
---|
47 | 52 | | Black native Texan cowboys was William Pickett, who became a Wild |
---|
48 | 53 | | West rodeo performer and who is believed to have originated the |
---|
49 | 54 | | bulldogging event; and |
---|
50 | 55 | | WHEREAS, African Americans have been a significant part of |
---|
51 | 56 | | the population of Texas for hundreds of years, and the |
---|
52 | 57 | | celebration of Black History Month acknowledges and promotes the |
---|
53 | 58 | | immeasurable benefits of living in a truly diverse society; now, |
---|
