6+ SENATE RESOLUTION
27 WHEREAS, The celebration of Black History Month in
38 February 2025 provides an opportunity to recognize the rich
49 cultural heritage of African Americans and the significant
510 contributions they have made and are continuing to make in the
611 Lone Star State; and
712 WHEREAS, An event celebrating Black history was
813 established in 1926 as a weeklong observance by Dr. Carter
914 G. Woodson, an author and scholar whose parents had been
1015 enslaved; he sought a means of educating all U.S. citizens about
1116 African American culture and engendering pride among Black
1217 Americans; the tribute was expanded to a month in 1976 and was
1318 officially recognized by President Gerald Ford, who encouraged
1419 all Americans to join him "in tribute to Black History Month and
1520 the message of courage and perseverance it brings to all of us";
1621 and
1722 WHEREAS, People of African descent have a long history in
1823 Texas; in 1528, a Moor named Estevan accompanied the Spanish
1924 explorer Álvar Núñez Cabeza de Vaca on a trek across the land that
2025 would later become the Lone Star State; by the end of the 18th
2126 century, some 450 individuals of African origin lived in Spanish
2227 Texas, and in the early 1800s, many African Americans who had
2328 been enslaved in the American South crossed the Sabine River,
2429 seeking their freedom and settling in East Texas; and
2530 WHEREAS, In the 19th century, before emancipation, African
2631 Americans played an enormous role in producing the state's
2732 agricultural bounty and also worked as skilled artisans; and
2833 WHEREAS, Freed of their shackles at the end of the Civil
2934 War, Black citizens applied themselves to new realms of endeavor;
3035 many moved to urban centers, and in the years that followed,
3136 provided labor for new industries that were established; African
3237 Americans also excelled in tasks that ranged from ranching and
3338 military duty to service as state legislators; moreover, a people
3439 who just a few short years before had been held in bondage
3540 enrolled in schools and colleges as they sought a path to a better
3641 future and a means of coping with the difficult challenges that
3742 surrounded them; and
3843 WHEREAS, African American infantry and cavalry garrisoned
3944 forts in West Texas during the Indian Wars; known as "Buffalo
4045 Soldiers," they patrolled the frontier with the assistance of
4146 Seminole-Negro Indian scouts, built roads, and escorted mail
4247 carriers; Sergeant Emmanuel Stance, stationed at Fort McKavett,
4348 was the first African American who fought in the Indian Wars to be
4449 awarded the Medal of Honor; and
4550 WHEREAS, Since the early 1800s, African Americans have
4651 been involved in the cattle industry; one of the most famous
4752 Black native Texan cowboys was William Pickett, who became a Wild
4853 West rodeo performer and who is believed to have originated the
4954 bulldogging event; and
5055 WHEREAS, African Americans have been a significant part of
5156 the population of Texas for hundreds of years, and the
5257 celebration of Black History Month acknowledges and promotes the
5358 immeasurable benefits of living in a truly diverse society; now,
5459 therefore, be it
55- RESOLVED, That the Senate of the State of Texas, 89th
56- Legislature, hereby recognize February 2025 as Black History
57- Month and encourage all citizens to learn more about the history
58- and accomplishments of African Americans in the Lone Star State.
