7+ SENATE RESOLUTION
28 WHEREAS, The Senate of the State of Texas is pleased to
39 join the National Aviation Education Center and the
410 Commemorative Air Force in recognizing 125 years of Black
511 aviation history; and
612 WHEREAS, Black innovators and aviators overcame seemingly
713 insurmountable barriers during the Jim Crow era to help lay the
814 foundation for modern advanced aviation, yet their contributions
9- to the field have been largely overlooked and underappreciated; and
15+ to the field have been largely overlooked and underappreciated;
16+ and
1017 WHEREAS, This storied history can be traced back to 1899,
1118 when John Frederick Pickering of Haiti applied for an aviation
1219 patent for his flight machine, and he was awarded United States
1320 Patent Number 643,975 on February 20, 1900; Charles Frederick
1421 Page, a former slave of Pineville, Louisiana, also applied for an
1522 aviation patent for his invention in 1903, and he was awarded
1623 United States Patent Number 817,442 on April 10, 1906; both of
1724 these men's original innovations were designed and tested before
1825 the Wright brothers made their famous first flight; and
1926 WHEREAS, Black pilots continued breaking barriers in the
20- early 1900s, and during World War II, the Tuskegee Airmen garnered
21- public attention as the nation's first Black military pilot group;
22- these extraordinary servicemen persevered amid discriminatory
23- policies and prejudice to protect the nation with exceptional skill
24- and bravery in aerial combat, and their achievements established
25- the groundwork for racial integration of the United States Armed
26- Forces and the civil rights movement; and
27+ early 1900s, and during World War II, the Tuskegee Airmen
28+ garnered public attention as the nation's first Black military

3038 the field of aviation as part of the center's Black History Month
3139 celebration; now, therefore, be it
3240 RESOLVED, That the Senate of the State of Texas, 89th
3341 Legislature, hereby pay tribute to the pioneering Black men who
3442 helped to shape modern aeronautics and join all in celebrating
3543 125 years of Black aviation history; and, be it further
3644 RESOLVED, That a copy of this Resolution be prepared in
3745 honor of this special occasion.
