28 WHEREAS, Distinguished representatives of the Texas Tech
39 University System are gathering at the State Capitol on March 12,
4- 2025, to celebrate the system's vital role in the Lone Star
5- State; and
10+ 2025, to celebrate the system's vital role in the Lone Star State;
11+ and
612 WHEREAS, The Texas Tech University System, governed by a
713 nine-member board of regents and led by its chancellor, Dr. Tedd
814 L. Mitchell, consists of Texas Tech University, Texas Tech
9- University Health Sciences Center, Angelo State University,
10- Texas Tech University Health Sciences Center El Paso, and
11- Midwestern State University; the system is a more than $3 billion
12- enterprise that currently educates over 64,000 students,
13- conducts research that results in more than $228 million in
14- annual expenditures, and boasts over 400,000 alumni; the system
15- has a $3 billion endowment and employs approximately 21,000
16- employees who are dedicated to advancing higher education,
17- health care, research, and outreach across the state; and

16+ Tech University Health Sciences Center El Paso, and Midwestern
17+ State University; the system is a more than $3 billion enterprise

22- 40,000 students across 10 colleges and 3 schools, the university
23- has set fall enrollment records for nearly two decades; this
24- year, the inaugural class of students will graduate from the
25- Texas Tech University School of Veterinary Medicine, providing
26- trained veterinarians to rural communities where they are needed
27- most; in striving to become one of the nation's premier research
28- institutions, the university has increased its total research
29- expenditures by 50 percent in the past decade; among its many
30- achievements, the university earned the Very High Research
31- Activity designation from the Carnegie Classification of
32- Institutions of Higher Education, and it is one of only 135
33- public research institutions in the nation to achieve Tier One
34- status; and
35- WHEREAS, In its 56-year history, Texas Tech University
36- Health Sciences Center has grown from a school of medicine into a
37- comprehensive health-related institution encompassing six
38- schools, which have trained more than 42,000 health care
39- professionals and enrolled over 5,000 students; the institution
40- benefits from the able leadership of its president, Dr. Lori
41- Rice-Spearman, and it produces about 24 percent of all degrees
42- and certificates awarded by health-related institutions in the
43- state; in addition, the center serves as a vital health care
44- resource for more than 10 million people across a vast 121-county
45- area; committed to addressing critical health disparities, the
46- university is at the forefront of rural health innovation,
47- facilitated by the Division of Rural Affairs; with more than $233
48- million in research expenditures over the past five years, the
49- university is advancing studies in aging, cancer, reproduction,
50- parasitology, and brain diseases; and

62- degree program in commercial aviation is gaining prominence
63- across the country; notably, more than 80 percent of students

65- with little to no debt; the university has been named to The
66- Princeton Review's "Best Colleges" list every year since 2010;
64+ cybersecurity programs; Angelo State University has also become a

91+ school, and it enrolls more than 5,300 students; Midwestern State
92+ University is also a key economic driver in the Wichita Falls area,
93+ contributing more than $329 million to the region and over $997
94+ million to the state; the university pairs engaging academic
95+ programs with hands-on research opportunities that address
96+ workforce demands in STEM fields; additionally, the university has
97+ partnered with Sheppard Air Force Base to expand educational
98+ opportunities for active-duty military members and their families;

101- RESOLVED, That the Senate of the State of Texas, 89th
102- Legislature, hereby recognize March 12, 2025, as Texas Tech
