2	8		WHEREAS, Keith Downey is being honored with a 2025
3		-	Outstanding Texan Award from the Texas Legislative Black
4		-	~~Caucus;~~ and
	9	+	Outstanding Texan Award from the Texas Legislative Black Caucus;
	10	+	and
5	11		WHEREAS, A native of Houston, Mr. Downey graduated from
6	12		Kashmere High School in 1980, and he went on to attend Prairie View
7	13		A&M University, to major in architecture at The University of Texas
8	14		at Arlington, and to study servant leadership at Cornell University
9	15		and environmental justice at Texas Southern University; relocating
10	16		to New York City in the late 1980s, he began designing affordable
11	17		housing for low-income families, and he distinguished himself
12	18		during a longtime career as an architectural designer and as a
13	19		senior construction project manager for the city; in 2011 and 2012,
14	20		he was recognized for helping to rebuild more than 20 parks in
15	21		Brooklyn and in Queens and for assisting with the creation of an
16	22		accessible playground for children with disabilities; and
17	23		WHEREAS, Mr. Downey subsequently returned to Houston, where
18	24		he has since earned a reputation for his dedication to community
19	25		service; a founding director and the director of partnerships for
20	26		the Northeast Houston Redevelopment Council, he advocates for
21	27		residents, and he helped found the Northeast Community Farmers
22	28		Market, which addresses food insecurity in the Kashmere and Trinity
23		-	Gardens neighborhoods; during Hurricane Harvey in 2017, he
24		-	assisted in the rescue of hundreds of Harris County area citizens,
25		-	and he played a key role in establishing a resilience hub for
26		-	disaster training; moreover, he has worked with ProUnitas to
27		-	provide support services for area school systems, and he is
28		-	president of the Kashmere Gardens Super Neighborhood Council
29		-	No. 52 and a member of the Texas General Land Office citizen
30		-	advisory committee; he was honored by the City of Houston with the
31		-	recognition of July 23, 2020, as Keith Downey Day, and he has also
32		-	been named a Houston Hero by the Houston Chronicle and a recipient
33		-	of the Presidential Lifetime Achievement Award in 2022, 2023, and
34		-	2024; in all his endeavors, he enjoys the love and support of his
35		-	wife, Roshida; and

40		-	RESOLVED, That the Senate of the State of Texas, 89th
41		-	Legislature, hereby congratulate Keith Downey on his receipt of a
42		-	2025 Outstanding Texan Award from the Texas Legislative Black
43		-	Caucus and extend to him sincere best wishes for the future; and,
44		-	be it further
	42	+	and achievement for his fellow Texans, and he is indeed deserving of
	43	+	special recognition for all that he has accomplished in behalf of
	44	+	the community of Houston; now, therefore, be it
	45	+	RESOLVED, That the Senate of the 89th Texas Legislature
	46	+	hereby congratulate Keith Downey on his receipt of a 2025
	47	+	Outstanding Texan Award from the Texas Legislative Black Caucus and
	48	+	extend to him sincere best wishes for the future; and, be it further
45	49		RESOLVED, That an official copy of this resolution be
46		-	prepared for Mr. Downey as an expression of high regard from the
47		-	Texas Senate.
