2	8		WHEREAS, Tracy Stephens has been recognized with a 2025
3		-	Outstanding Texan Award from the Texas Legislative Black
4		-	Caucus; and
5		-	WHEREAS, An expert in flood and stormwater drainage
6		-	systems, Mr. Stephens is retired from a long career with the City
7		-	of Houston Public Works and Engineering Department; over the
8		-	years, he has served as a consultant for the Harris County Flood
9		-	Control District and the Texas Department of Transportation as
10		-	well as a community advisor for the Houston Ship Channel
11		-	Expansion Project 11; and
	9	+	Outstanding Texan Award from the Texas Legislative Black Caucus;
	10	+	and
	11	+	WHEREAS, An expert in flood and stormwater drainage systems,
	12	+	Mr. Stephens is retired from a long career with the City of Houston
	13	+	Public Works and Engineering Department; over the years, he has
	14	+	served as a consultant for the Harris County Flood Control District
	15	+	and the Texas Department of Transportation as well as a community
	16	+	advisor for the Houston Ship Channel Expansion Project 11; and
12	17		WHEREAS, Mr. Stephens has further benefited his community
13	18		through his extensive civic engagement, giving generously of his
14		-	time and expertise as a member of the Harris County Community
15		-	Flood Resilience Task Force, the Texas General Land Office
16		-	Community Development Block Grant Mitigation Citizen Advisory
17		-	Committee, the East End District Rail Safety Task Force, and
18		-	other groups; he also serves as president of the Sunnyside Civic
19		-	Club and as a board member of Achieving Community Tasks
20		-	Successfully, and he is active in several area super neighborhood
21		-	councils; and
22		-	WHEREAS, Tracy Stephens sets an inspiring example of
23		-	service and achievement for his fellow Texans, and he is indeed
24		-	deserving of special recognition for all that he has accomplished
25		-	in behalf of the Houston community; now, therefore, be it
26		-	RESOLVED, That the Senate of the State of Texas, 89th
27		-	Legislature, hereby congratulate Tracy Stephens on his receipt
28		-	of a 2025 Outstanding Texan Award from the Texas Legislative
29		-	Black Caucus and extend to him sincere best wishes for the
30		-	future; and, be it further
