8+ WHEREAS, A life made rich through meaningful service drew to
9+ a close with the death of Brother Reginald Garrett of Tyler on
710 January 17, 2025, at the age of 75; and
811 WHEREAS, Born in Longview on September 19, 1949, Reginald
912 Garrett was the son of David and Callie Garrett and grew up with the
1013 companionship of three siblings, Clemogene, Hattie, and David;
1114 while attending Mary C. Womack High School, he starred on the
1215 football team and participated in marching band and school plays;
1316 after graduating in 1967, he went on to receive bachelor's and
1417 master's degrees from Prairie View A&M University, where he became
1518 a member of Kappa Alpha Psi, Inc.; in addition to his pastoral
1619 duties, he worked for Ford Motor Company, ARCO Oil & Gas, the UT
1720 Health Center, and Trinity Mother Frances Health System; and
18- WHEREAS, Mr. Garrett earned a doctorate from Mt. Hope
19- College and Theological Seminary and a degree from Commonwealth
20- Institute of Funeral Service; in 1986, he became senior pastor at
21- St. James CME Church, and in 2002, he founded New Days Community
22- Church; he dedicated over five decades of his life to the
23- pastorate, and he was a source of spiritual guidance to many
24- people; he also benefited the wider community by serving on the
25- Tyler City Council and as mayor pro tem and further gave of his time
26- and talents to PATH, Hospice of East Texas, the American Red Cross,
27- the East Texas Communities Foundation, and the Half Cent Sales Tax
28- committee; moreover, he was appointed by Governor Ann Richards to
29- the Texas Board on Aging; and
30- WHEREAS, In all his endeavors, Brother Garrett benefited
31- from the love and support of his wife, Loreita; he was the proud
32- father of four children, Reginald, Brian, Regina, and Kevin, and
33- with the passing years, his cherished family grew to include nine

39- Legislature, hereby pay tribute to the memory of Brother Reginald
40- Garrett and extend sincere sympathy to the members of his family:
41- to his wife, Loreita Garrett; to his sons, Reginald Garrett II
42- and his wife, Carla, and Brian Garrett Sr. and his wife, Talonda;
43- to his daughter, Regina Lomax; to his sisters, Clemogene Garrett
44- Wilson and her husband, Curtis, and Hattie Garrett Newhouse and
45- her husband, Lucious; to his grandchildren and
46- great-grandchildren; and to his other relatives and friends;
47- and, be it further
37+ WHEREAS, The life of Reginald Garrett stands as an inspiring
38+ example of service to others, and his contributions will long
39+ resonate in the Tyler community; now, therefore, be it
40+ RESOLVED, That the Senate of the 89th Texas Legislature
41+ hereby pay tribute to the memory of Brother Reginald Garrett and
42+ extend sincere sympathy to the members of his family: to his wife,
43+ Loreita Garrett; to his sons, Reginald Garrett II and his wife,
44+ Carla, and Brian Garrett Sr. and his wife, Talonda; to his daughter,
45+ Regina Lomax; to his sisters, Clemogene Garrett Wilson and her
46+ husband, Curtis, and Hattie Garrett Newhouse and her husband,
47+ Lucious; to his grandchildren and great-grandchildren; and to his

4849 RESOLVED, That an official copy of this resolution be
49- prepared for his family and that when the Texas Senate adjourns
50- this day, it do so in memory of Reginald Garrett.
