5- WHEREAS, All who shared in the life of William Patrick
6- Tynan of Lubbock were deeply saddened by his death on March 4,
7- 2025, at the age of 82; and
8- WHEREAS, The son of Isabel and Patrick Tynan, Bill Tynan
9- was born in Brooklyn, New York, on July 27, 1942, and he grew up
10- with the companionship of two brothers, Desmond and Gerald; he
11- graduated from St. Mary's High School in Somers, New York, and
12- went on to earn a degree in history and English from Siena College
13- in Loudonville, New York; answering his nation's call to duty, he
14- was commissioned as an officer in the U.S. Army in 1966, and he
15- served in Vietnam before commanding an Air Defense Artillery
16- battery in Okinawa, Japan; and

8+ WHEREAS, All who shared in the life of William Patrick Tynan
9+ of Lubbock were deeply saddened by his death on March 4, 2025, at
10+ the age of 82; and
11+ WHEREAS, The son of Isabel and Patrick Tynan, Bill Tynan was
12+ born in Brooklyn, New York, on July 27, 1942, and he grew up with the
13+ companionship of two brothers, Desmond and Gerald; he graduated
14+ from St. Mary's High School in Somers, New York, and went on to earn
15+ a degree in history and English from Siena College in Loudonville,
16+ New York; answering his nation's call to duty, he was commissioned
17+ as an officer in the U.S. Army in 1966, and he served in Vietnam
18+ before commanding an Air Defense Artillery battery in Okinawa,

1720 WHEREAS, Returning to civilian life in 1972, Mr. Tynan
1821 accepted a position at the El Paso Chamber of Commerce, where he
1922 helped to connect veterans to jobs and served as a communications
2023 manager and editor of the El Paso Today magazine; he joined Reese
21- Air Force Base the following year and oversaw the media
22- activities for the Crown Prince of Iran's flight training in
23- Lubbock; he remained with the base for more than two decades and
24- rose to the rank of chief of public affairs, and after its
25- closure, he became chief of media relations and internal
26- information at Randolph Air Force Base in San Antonio; he retired
27- from civil service and returned to Lubbock in 1999; and

31- was also a founding board member of the Vietnam archive at Texas
32- Tech University as well as an active volunteer with the American
33- Red Cross; a lifelong sports enthusiast, he supported Texas Tech
32+ establishing the Lubbock Emergency Communication District, and he

3942 shared a rewarding 54-year marriage; he took great pride in his
4043 children, Patricia and Brendan, and grandchildren, Sloane and

42- WHEREAS, Those fortunate enough to have known Bill Tynan
43- will remember the way he touched their lives with his warmth,
44- wit, and generosity, and he will forever hold a treasured place
45- in their hearts; now, therefore, be it
46- RESOLVED, That the Senate of the State of Texas, 89th
47- Legislature, hereby pay tribute to the life of William Patrick
48- Tynan and extend sincere condolences to his family and many
49- friends; and, be it further
45+ WHEREAS, Those fortunate enough to have known Bill Tynan will
46+ remember the way he touched their lives with his warmth, wit, and
47+ generosity, and he will forever hold a treasured place in their
48+ hearts; now, therefore, be it
49+ RESOLVED, That the Senate of the 89th Texas Legislature
50+ hereby pay tribute to the life of William Patrick Tynan and extend
51+ sincere condolences to his family and many friends; and, be it
52+ further
5053 RESOLVED, That an official copy of this resolution be
51- prepared for his family and that when the Texas Senate adjourns
52- this day, it do so in memory of Bill Tynan.
