55 WHEREAS, The Senate of the State of Texas honors and
66 commemorates the life of Carole Stewart Keeton, a highly esteemed
77 Texan and a pioneering public servant, who died on March 26, 2025,
88 at the age of 85; and
99 WHEREAS, Born September 13, 1939, Carole Keeton was the
1010 second child and only daughter of Madge Anna Stewart and W. Page
1111 Keeton, legendary dean of The University of Texas School of Law;
1212 enthusiastic and driven from an early age, Carole attended The
1313 University of Texas in the early 1960s, which helped to lay the
1414 foundation for her distinguished career of public service and a
1515 lifelong dedication to her community and state; and
1616 WHEREAS, Carole broke barriers in Texas politics and
1717 government throughout her career, and in 1972, she became the first
1818 woman elected president of the Austin Independent School District
1919 Board of Trustees; she went on to become the first woman to serve as
2020 mayor of Austin in 1977 and committed her efforts to fostering the
2121 growth and development of the city, and she remains the only woman
2222 to have held the office; and
2323 WHEREAS, In 1994, Carole Keeton became the first woman
2424 elected to the Texas Railroad Commission, and in 1998, she earned
2525 the similar distinction of being the first woman elected Texas
2626 Comptroller of Public Accounts; she served in this capacity from
2727 1999 to 2007, during which time she demonstrated a robust
2828 commitment to fiscal responsibility and good governance as well as
2929 a dedication to economic transparency and a principle-driven work
3030 ethic; and
3131 WHEREAS, A powerful voice for Texans, Carole made an impact
3232 that extended well beyond her official duties, particularly on
3333 issues of education and government efficiency; her influence
3434 resonated across party lines, and her snappy delivery and personal
3535 aphorisms endeared her to many and served to highlight her sharp
3636 wit and her keen insight into the challenges faced by everyday
3737 Texans; and
3838 WHEREAS, While her professional accomplishments were
3939 remarkable, Carole found the greatest reward in her role as a
4040 mother and grandmother; she raised her four sons with care and
4141 devotion and instilled in them the value of hard work and the same
4242 diligence and intrepidity that defined her civic service; she
4343 treasured time spent with her grandchildren, who were a source of
4444 much pride and joy to her, and she was a model of grace and
4545 resilience to her loved ones; and
4646 WHEREAS, A woman of strength, perseverance, and
4747 generosity, Carole leaves behind a distinguished legacy of
4848 service shaped by her notable achievements and her spirit of
4949 determination; she will continue to be a source of inspiration to
5050 others long into the future, and her memory will be dearly
5151 cherished by her loving family members and by the many people who
5252 were privileged to know her and to share in her life; now,
5353 therefore, be it
5454 RESOLVED, That the Senate of the State of Texas, 89th
5555 Legislature, hereby extend sincere condolences to the bereaved
5656 family of Carole Stewart Keeton; and, be it further
5757 RESOLVED, That a copy of this Resolution be prepared for
5858 her family as an expression of deepest sympathy from the Texas
5959 Senate and that when the Senate adjourns this day, it do so in
6060 memory of Carole Keeton.
