5 | 5 | | WHEREAS, The Senate of the State of Texas honors and |

6 | 6 | | commemorates the life of Carole Stewart Keeton, a highly esteemed |
---|
7 | 7 | | Texan and a pioneering public servant, who died on March 26, 2025, |

8 | 8 | | at the age of 85; and |
---|
9 | 9 | | WHEREAS, Born September 13, 1939, Carole Keeton was the |
---|
10 | 10 | | second child and only daughter of Madge Anna Stewart and W. Page |
---|
11 | 11 | | Keeton, legendary dean of The University of Texas School of Law; |
---|
12 | 12 | | enthusiastic and driven from an early age, Carole attended The |
---|
13 | 13 | | University of Texas in the early 1960s, which helped to lay the |
---|
14 | 14 | | foundation for her distinguished career of public service and a |
---|
15 | 15 | | lifelong dedication to her community and state; and |
---|
16 | 16 | | WHEREAS, Carole broke barriers in Texas politics and |
---|
17 | 17 | | government throughout her career, and in 1972, she became the first |
---|
18 | 18 | | woman elected president of the Austin Independent School District |
---|
19 | 19 | | Board of Trustees; she went on to become the first woman to serve as |
---|
20 | 20 | | mayor of Austin in 1977 and committed her efforts to fostering the |
---|
21 | 21 | | growth and development of the city, and she remains the only woman |
---|
22 | 22 | | to have held the office; and |
---|
23 | 23 | | WHEREAS, In 1994, Carole Keeton became the first woman |
---|
24 | 24 | | elected to the Texas Railroad Commission, and in 1998, she earned |
---|
25 | 25 | | the similar distinction of being the first woman elected Texas |
---|
26 | 26 | | Comptroller of Public Accounts; she served in this capacity from |
---|
27 | 27 | | 1999 to 2007, during which time she demonstrated a robust |
---|
28 | 28 | | commitment to fiscal responsibility and good governance as well as |
---|
29 | 29 | | a dedication to economic transparency and a principle-driven work |
---|
30 | 30 | | ethic; and |
---|
31 | 31 | | WHEREAS, A powerful voice for Texans, Carole made an impact |
---|
32 | 32 | | that extended well beyond her official duties, particularly on |
---|
33 | 33 | | issues of education and government efficiency; her influence |
---|
34 | 34 | | resonated across party lines, and her snappy delivery and personal |
---|
35 | 35 | | aphorisms endeared her to many and served to highlight her sharp |
---|
36 | 36 | | wit and her keen insight into the challenges faced by everyday |
---|
37 | 37 | | Texans; and |
---|
38 | 38 | | WHEREAS, While her professional accomplishments were |
---|
39 | 39 | | remarkable, Carole found the greatest reward in her role as a |

40 | 40 | | mother and grandmother; she raised her four sons with care and |
---|
41 | 41 | | devotion and instilled in them the value of hard work and the same |
---|
42 | 42 | | diligence and intrepidity that defined her civic service; she |
---|
43 | 43 | | treasured time spent with her grandchildren, who were a source of |
---|
44 | 44 | | much pride and joy to her, and she was a model of grace and |
---|
45 | 45 | | resilience to her loved ones; and |

46 | 46 | | WHEREAS, A woman of strength, perseverance, and |

47 | 47 | | generosity, Carole leaves behind a distinguished legacy of |
---|
48 | 48 | | service shaped by her notable achievements and her spirit of |
---|
49 | 49 | | determination; she will continue to be a source of inspiration to |
---|
50 | 50 | | others long into the future, and her memory will be dearly |
---|
51 | 51 | | cherished by her loving family members and by the many people who |
---|
52 | 52 | | were privileged to know her and to share in her life; now, |

53 | 53 | | therefore, be it |

54 | 54 | | RESOLVED, That the Senate of the State of Texas, 89th |

55 | 55 | | Legislature, hereby extend sincere condolences to the bereaved |

56 | 56 | | family of Carole Stewart Keeton; and, be it further |

57 | 57 | | RESOLVED, That a copy of this Resolution be prepared for |
