4 | 10 | | dedication to the City of Laredo; and |

5 | 11 | | WHEREAS, Alberto began his distinguished career in 2015 as |

6 | 12 | | the youngest Democratic party chair in Webb County history; in |
---|
7 | 13 | | 2016 he was elected to serve on the Laredo City Council, and in |
---|
8 | 14 | | 2020 he was re-elected and appointed Mayor Pro Tempore and became |
---|
9 | 15 | | the youngest council member in Laredo's history to hold such a |
---|
10 | 16 | | title; and |
---|
11 | 17 | | WHEREAS, His dedication to fiscal responsibility has led |
---|
12 | 18 | | to more than $1 million in improvements to neighborhood safety |
---|
13 | 19 | | and parks, and more than $1.5 million has gone to sidewalks and |
---|
14 | 20 | | street upgrades with little to no cost to taxpayers; he has |
---|
15 | 21 | | spearheaded such initiatives as the Neighborhood Empowerment |
---|
16 | 22 | | Zone program, which has secured more than $41.5 million in |
---|
17 | 23 | | economic development and has greatly encouraged property |
---|
18 | 24 | | restoration; and |
---|
19 | 25 | | WHEREAS, Mr. Torres has earned the trust and appreciation |
---|
20 | 26 | | of his constituents through his altruism and civic leadership; |
---|
21 | 27 | | his efforts include authoring the state's first Animal Neglect |
---|
22 | 28 | | Registry Ordinance to ensure better treatment and protection for |
---|
23 | 29 | | animals, proposing the first tax rate decrease in more than a |
---|
24 | 30 | | decade, and effectuating more than $20 million in improvements to |
---|
25 | 31 | | the city's water system; and |
---|
26 | 32 | | WHEREAS, Alberto Torres Jr. was elected to a district |
---|
27 | 33 | | position but evolved as a leader for his hometown, his county, |
---|
28 | 34 | | and his region; he is recognized as a stellar public servant who |
---|
29 | 35 | | is devoted to bettering the lives of all who need help; and |
---|
30 | 36 | | WHEREAS, Beyond his elected roles, Alberto Torres Jr. |
---|
31 | 37 | | volunteers with nonprofit organizations, a reflection of his |
---|
32 | 38 | | unwavering commitment to public service, and he has served on |
---|
33 | 39 | | numerous city and county boards, including the Community Action |
---|
34 | 40 | | Agency board, the South Texas Development Council, the Veterans |
---|
35 | 41 | | Affairs Committee, the Laredo Public Facility Corporation, the |
---|
36 | 42 | | Public Safety Advisory Committee, the City and County Government |
---|
37 | 43 | | Issues Committee, and the Animal Care Services Advisory |

38 | 44 | | Committee; now, therefore, be it |

39 | 45 | | RESOLVED, That the Senate of the State of Texas, 89th |

40 | 46 | | Legislature, hereby commend Alberto Torres Jr. on his |

41 | 47 | | outstanding contributions to the City of Laredo and extend to him |
---|
42 | 48 | | best wishes for continued success in all of his endeavors; and, |
