7+ SENATE RESOLUTION
28 WHEREAS, The Senate of the State of Texas is pleased to
39 recognize Alberto Torres Jr. for his outstanding service and
410 dedication to the City of Laredo; and
511 WHEREAS, Alberto began his distinguished career in 2015 as
612 the youngest Democratic party chair in Webb County history; in
713 2016 he was elected to serve on the Laredo City Council, and in
814 2020 he was re-elected and appointed Mayor Pro Tempore and became
915 the youngest council member in Laredo's history to hold such a
1016 title; and
1117 WHEREAS, His dedication to fiscal responsibility has led
1218 to more than $1 million in improvements to neighborhood safety
1319 and parks, and more than $1.5 million has gone to sidewalks and
1420 street upgrades with little to no cost to taxpayers; he has
1521 spearheaded such initiatives as the Neighborhood Empowerment
1622 Zone program, which has secured more than $41.5 million in
1723 economic development and has greatly encouraged property
1824 restoration; and
1925 WHEREAS, Mr. Torres has earned the trust and appreciation
2026 of his constituents through his altruism and civic leadership;
2127 his efforts include authoring the state's first Animal Neglect
2228 Registry Ordinance to ensure better treatment and protection for
2329 animals, proposing the first tax rate decrease in more than a
2430 decade, and effectuating more than $20 million in improvements to
2531 the city's water system; and
2632 WHEREAS, Alberto Torres Jr. was elected to a district
2733 position but evolved as a leader for his hometown, his county,
2834 and his region; he is recognized as a stellar public servant who
2935 is devoted to bettering the lives of all who need help; and
3036 WHEREAS, Beyond his elected roles, Alberto Torres Jr.
3137 volunteers with nonprofit organizations, a reflection of his
3238 unwavering commitment to public service, and he has served on
3339 numerous city and county boards, including the Community Action
3440 Agency board, the South Texas Development Council, the Veterans
3541 Affairs Committee, the Laredo Public Facility Corporation, the
3642 Public Safety Advisory Committee, the City and County Government
3743 Issues Committee, and the Animal Care Services Advisory
3844 Committee; now, therefore, be it
3945 RESOLVED, That the Senate of the State of Texas, 89th
4046 Legislature, hereby commend Alberto Torres Jr. on his
4147 outstanding contributions to the City of Laredo and extend to him
4248 best wishes for continued success in all of his endeavors; and,
4349 be it further
4450 RESOLVED, That a copy of this Resolution be prepared for
4551 him as an expression of esteem from the Texas Senate.
