7+ R E S O L U T I O N
28 WHEREAS, Walter Miller is retiring as the Place 1 alderman
39 for the Town of Horizon City in May 2025; and
410 WHEREAS, A devoted public servant, Mr. Miller has given
511 generously of his time to benefit the residents of Horizon City
6- since 1998; he served as a member of the town's board of
7- adjustment, and he began his distinguished tenure on the Horizon
8- City Council in 2000; elected mayor in 2007, he remained in that
9- office for eight years before becoming the Place 1 alderman; and

13- Governments, and the El Paso Central Appraisal District;
14- moreover, he chaired the El Paso Metropolitan Planning
15- Organization, and he worked to strengthen partnerships between
16- local government and businesses when he led the governmental
17- relations executive committee of the Greater El Paso Chamber of
18- Commerce; and
17+ El Paso community by serving as a board member for the East Campus
18+ of The Hospitals of Providence, the Rio Grande Council of
19+ Governments, and the El Paso Central Appraisal District; moreover,
20+ he chaired the El Paso Metropolitan Planning Organization, and he
21+ worked to strengthen partnerships between local government and
22+ businesses when he led the governmental relations executive
23+ committee of the Greater El Paso Chamber of Commerce; and
1924 WHEREAS, Mr. Miller earned a bachelor's degree in
2025 agricultural economics from Texas A&M University in 1977; he has
21- worked for more than three decades as an environmental
22- consultant, most recently as the manager of client development
23- services and environmental services for Terracon Consultants,
24- Inc.; and
25- WHEREAS, Through his dedication, expertise, and
26- leadership, Walter Miller has greatly benefited the citizens of
27- Horizon City, and he may indeed reflect with pride on a job well
28- done as he embarks on the next exciting chapter of his life; now,
29- therefore, be it
30- RESOLVED, That the Senate of the State of Texas, 89th
31- Legislature, hereby congratulate Walter Miller on his retirement
32- from the Horizon City Council and extend to him sincere best
33- wishes for continued happiness; and, be it further
26+ worked for more than three decades as an environmental consultant,
27+ most recently as the manager of client development services and
28+ environmental services for Terracon Consultants, Inc.; and
29+ WHEREAS, Through his dedication, expertise, and leadership,
30+ Walter Miller has greatly benefited the citizens of Horizon City,

33+ RESOLVED, That the Senate of the 89th Texas Legislature
34+ hereby congratulate Walter Miller on his retirement from the
