58 WHEREAS, Residents of Cameron County lost an esteemed
69 community leader and friend to many with the passing of former
710 county clerk Joe G. Rivera on April 2, 2025, at the age of 85; and
8- WHEREAS, Born on October 19, 1939, Joe Rivera was the son
9- of Faustino and Benita Rivera and grew up in the Corpus Christi
10- area with the companionship of two sisters, Delia and Estella,
11- and two brothers, Gilbert and Faustino; he earned a bachelor's
12- degree from Texas Southmost College and served in the U.S. Marine
13- Corps Reserves from 1957 to 1965; and
11+ WHEREAS, Born on October 19, 1939, Joe Rivera was the son of
12+ Faustino and Benita Rivera and grew up in the Corpus Christi area
13+ with the companionship of two sisters, Delia and Estella, and two
14+ brothers, Gilbert and Faustino; he earned a bachelor's degree from
15+ Texas Southmost College and served in the U.S. Marine Corps
16+ Reserves from 1957 to 1965; and
1417 WHEREAS, Mr. Rivera first took office as the Cameron County
1518 clerk in 1974, and he went on to distinguish himself in that role
1619 for more than three and a half decades; during his tenure, he
1720 spearheaded numerous projects to modernize the office's
1821 operations, and he was honored as the Texas County Clerk of the
1922 Year; moreover, he served as president of the County and District
2023 Clerks' Association of Texas and further contributed to his
2124 profession by appearing before the Texas Legislature on numerous
2225 occasions; and
23- WHEREAS, A prominent member of the community, Mr. Rivera
24- held leadership positions with United Way of Southern Cameron
25- County, the Mr. Amigo Association, and the Cameron County Bail
26- Bond Board; he was also a dedicated volunteer for the Jaycees,
27- the Knights of Columbus, and the Charro Days fiesta, and his
28- myriad honors included recognition from the Brownsville Rotary
29- Club and the Distinguished Citizen Award from the Boy Scouts of
30- America; and
26+ WHEREAS, A prominent member of the community, Mr. Rivera held
27+ leadership positions with United Way of Southern Cameron County,
28+ the Mr. Amigo Association, and the Cameron County Bail Bond Board;
29+ he was also a dedicated volunteer for the Jaycees, the Knights of
30+ Columbus, and the Charro Days fiesta, and his myriad honors
31+ included recognition from the Brownsville Rotary Club and the
32+ Distinguished Citizen Award from the Boy Scouts of America; and
3133 WHEREAS, Mr. Rivera shared 65 years of marriage with his
32- beloved wife, Ofilia, and he was the proud father of five
33- children, Michael, Joe Ernest, Robert, John, and Norma; with the
34- passing years, his treasured family grew to include 7
35- grandchildren and 10 great-grandchildren; a man of faith, he was
36- an active congregant of St. Luke Catholic Church; and
37- WHEREAS, Deeply devoted to his family and his community,
38- Joe Rivera lived a full and generous life, and he leaves behind a
39- legacy of kindness and service to others that will continue to
40- inspire all those who knew and loved him; now, therefore, be it
41- RESOLVED, That the Senate of the State of Texas, 89th
42- Legislature, hereby pay tribute to the memory of Joe G. Rivera
43- and extend sincere sympathy to the members of his family: to his
44- wife, Ofilia Rivera; to his children, Michael Rivera, Joe Ernest
45- Rivera and his wife, Jeannette, Robert Rivera and his wife,
46- Brenda, John Rivera and his wife, Betty, and Norma Myers and her
47- husband, Mike; to his sister, Estella Taylor; to his
48- grandchildren, Daniel, Jacquelyn, Joe Ernest, Lisa, April Marie,
49- Stephanie, and Eric; to his great-grandchildren; and to his other
50- relatives and friends; and, be it further
34+ beloved wife, Ofilia, and he was the proud father of five children,
35+ Michael, Joe Ernest, Robert, John, and Norma; with the passing

5153 RESOLVED, That an official copy of this resolution be
52- prepared for his family and that when the Texas Senate adjourns
53- this day, it do so in memory of Joe Rivera.
