5 | 5 | | WHEREAS, A full and generous life drew to a close with the |

6 | 6 | | passing of Joseph Burt Dial of San Antonio on December 18, 2024, |
---|
7 | 7 | | at the age of 88; and |

8 | 8 | | WHEREAS, The son of William Angelo Dial and Ina Grace |
---|
9 | 9 | | Spaulding, Joe Dial was born in Kilgore on April 27, 1936; he |
---|
10 | 10 | | graduated from the Texas Military Institute and went on to attend |
---|
11 | 11 | | The University of Texas at Austin; in 1957, he married his high |
---|
12 | 12 | | school sweetheart, the former Gertrude Emily Koontz, and they |
---|
13 | 13 | | raised four children on their 3X Ranch in Montgomery County; a |
---|
14 | 14 | | prominent livestock breeder, Mr. Dial built 3X into a globally |
---|
15 | 15 | | recognized brand, working with foreign governments and the |
---|
16 | 16 | | Inter-American Development Bank to advance exports of registered |
---|
17 | 17 | | Brahman cattle; he also served on the board of the American |
---|
18 | 18 | | Brahman Breeders Association; honoring his father's legacy, he |
---|
19 | 19 | | cofounded the Former Texas Rangers Foundation in 1971 and served |
---|
20 | 20 | | as president, director, and chair; and |
---|
21 | 21 | | WHEREAS, Mr. Dial served in a number of government |
---|
22 | 22 | | leadership roles, including inaugural chair of the Environmental |
---|
23 | 23 | | Protection Agency's Gulf of Mexico Citizens Advisory Committee; |
---|
24 | 24 | | he was appointed to the Commodity Futures Trading Commission by |
---|
25 | 25 | | President George H. W. Bush, and while working in the nation's |
---|
26 | 26 | | capital and representing the commission abroad, he completed his |
---|
27 | 27 | | bachelor's degree in business management at the University of |
---|
28 | 28 | | Maryland; in 1993, he wed Marilyn Scott Smith; they lived in |
---|
29 | 29 | | Cambridge, Massachusetts, during his tenure as a teaching fellow |
---|
30 | 30 | | at the Institute of Politics at the Harvard University John F. |
---|
31 | 31 | | Kennedy School of Government; subsequently, he pursued a new |
---|
32 | 32 | | career as an international consultant, guiding development of |
---|
33 | 33 | | governmental regulatory agencies and private-sector futures |
---|
34 | 34 | | exchanges; and |
---|
35 | 35 | | WHEREAS, In 2004, Mr. Dial moved to Saint Jo; he continued |
---|
36 | 36 | | to be active in civic life, and he was a lifelong member of the |
---|
37 | 37 | | Episcopal Church; he loved to entertain his grandchildren at Katy |
---|
38 | 38 | | Lake and spend family vacations in Colorado; he moved to San |
---|
39 | 39 | | Antonio in 2021 to spend even more time with his loved ones; and |
---|
40 | 40 | | WHEREAS, Joe Dial is deeply missed by those he left behind, |
---|
41 | 41 | | but his kindness, integrity, and strong faith will remain a |
---|
42 | 42 | | lasting source of inspiration to all who knew him; now, |
---|
43 | 43 | | therefore, be it |

44 | 44 | | RESOLVED, That the Senate of the State of Texas, 89th |

45 | 45 | | Legislature, hereby pay tribute to the memory of Joseph Burt Dial |
---|
46 | 46 | | and extend sincere condolences to the members of his family: to |

47 | 47 | | his children, Joseph Dial, Catherine Dial Easley, Emily Dial |

48 | 48 | | Heard and her husband, Richard, and Peggy Dial and her husband, |

49 | 49 | | Stephen Shearer; to his stepson, Walter Smith; to his |

50 | 50 | | grandchildren, Samantha Heard DeYoung, Richard Joseph Heard, |
