55 WHEREAS, A full and generous life drew to a close with the
66 passing of Joseph Burt Dial of San Antonio on December 18, 2024,
77 at the age of 88; and
88 WHEREAS, The son of William Angelo Dial and Ina Grace
99 Spaulding, Joe Dial was born in Kilgore on April 27, 1936; he
1010 graduated from the Texas Military Institute and went on to attend
1111 The University of Texas at Austin; in 1957, he married his high
1212 school sweetheart, the former Gertrude Emily Koontz, and they
1313 raised four children on their 3X Ranch in Montgomery County; a
1414 prominent livestock breeder, Mr. Dial built 3X into a globally
1515 recognized brand, working with foreign governments and the
1616 Inter-American Development Bank to advance exports of registered
1717 Brahman cattle; he also served on the board of the American
1818 Brahman Breeders Association; honoring his father's legacy, he
1919 cofounded the Former Texas Rangers Foundation in 1971 and served
2020 as president, director, and chair; and
2121 WHEREAS, Mr. Dial served in a number of government
2222 leadership roles, including inaugural chair of the Environmental
2323 Protection Agency's Gulf of Mexico Citizens Advisory Committee;
2424 he was appointed to the Commodity Futures Trading Commission by
2525 President George H. W. Bush, and while working in the nation's
2626 capital and representing the commission abroad, he completed his
2727 bachelor's degree in business management at the University of
2828 Maryland; in 1993, he wed Marilyn Scott Smith; they lived in
2929 Cambridge, Massachusetts, during his tenure as a teaching fellow
3030 at the Institute of Politics at the Harvard University John F.
3131 Kennedy School of Government; subsequently, he pursued a new
3232 career as an international consultant, guiding development of
3333 governmental regulatory agencies and private-sector futures
3434 exchanges; and
3535 WHEREAS, In 2004, Mr. Dial moved to Saint Jo; he continued
3636 to be active in civic life, and he was a lifelong member of the
3737 Episcopal Church; he loved to entertain his grandchildren at Katy
3838 Lake and spend family vacations in Colorado; he moved to San
3939 Antonio in 2021 to spend even more time with his loved ones; and
4040 WHEREAS, Joe Dial is deeply missed by those he left behind,
4141 but his kindness, integrity, and strong faith will remain a
4242 lasting source of inspiration to all who knew him; now,
4343 therefore, be it
4444 RESOLVED, That the Senate of the State of Texas, 89th
4545 Legislature, hereby pay tribute to the memory of Joseph Burt Dial
4646 and extend sincere condolences to the members of his family: to
4747 his children, Joseph Dial, Catherine Dial Easley, Emily Dial
4848 Heard and her husband, Richard, and Peggy Dial and her husband,
4949 Stephen Shearer; to his stepson, Walter Smith; to his
5050 grandchildren, Samantha Heard DeYoung, Richard Joseph Heard,
5151 William Zachary Easley, Emma Isabella Easley, and Emily Katelyn
5252 Heard; to his great-granddaughter, Heather Liv Heard; and to his
5353 many other relatives and friends; and, be it further
5454 RESOLVED, That an official copy of this Resolution be
5555 prepared for his family and that when the Texas Senate adjourns
5656 this day, it do so in memory of Joe Dial.
