28 WHEREAS, Dr. Richard D. Pineda is retiring from The
39 University of Texas at El Paso in 2025, following a noteworthy
410 career with the institution spanning more than two decades; and
5- WHEREAS, The chair of and an associate professor in the
6- UTEP Department of Communication, Dr. Pineda also serves as
7- director of the Sam Donaldson Center for Communication Studies;
8- he focuses his teaching and research on the areas of politics,
9- leadership, media, popular culture, and Latino studies; and
10- WHEREAS, Dr. Pineda's work has been published in a number
11- of communication journals, among them Text and Performance
12- Quarterly and The Free Speech Yearbook, and he has served on the
13- editorial boards of Argumentation and Advocacy and Contemporary
14- Argumentation and Debate, two preeminent American journals in
15- his field; in addition, he has further shared his insights and

12+ Department of Communication, Dr. Pineda also serves as director of
13+ the Sam Donaldson Center for Communication Studies; he focuses his
14+ teaching and research on the areas of politics, leadership, media,

16+ WHEREAS, Dr. Pineda's work has been published in a number of
17+ communication journals, among them Text and Performance Quarterly
18+ and The Free Speech Yearbook, and he has served on the editorial
19+ boards of Argumentation and Advocacy and Contemporary
20+ Argumentation and Debate, two preeminent American journals in his
21+ field; in addition, he has further shared his insights and
1622 expertise in countless media interviews, shedding light on many
1723 issues that impact the borderland region; and
1824 WHEREAS, Dedicated to the university, Dr. Pineda has served
1925 as a member of the Director's Circle for the Stanlee and Gerald
2026 Rubin Center for the Visual Arts; he has also benefited the wider
2127 community as a member of the City of El Paso Ethics Review
2228 Commission and Capital Improvements Advisory Committee; and
2329 WHEREAS, Dr. Pineda holds a bachelor's degree in political
24- science from Baylor University, a master's degree in
25- communication from UTEP, and a doctoral degree from Wayne State
26- University; raised in El Paso, he is a proud graduate of Eastwood
27- High School; and
28- WHEREAS, Through his contributions as a scholar and
29- educator, Richard Pineda has earned the respect and admiration of
30- his colleagues and students alike, and he may indeed reflect with
31- pride on his achievements as he embarks on the next exciting
32- chapter of his life; now, therefore, be it
33- RESOLVED, That the Senate of the State of Texas, 89th
34- Legislature, hereby congratulate Dr. Richard D. Pineda on his
35- retirement from The University of Texas at El Paso and extend to
36- him sincere best wishes for the future; and, be it further
