7+ R E S O L U T I O N
28 WHEREAS, U.S. Navy Petty Officer Simon Urbanic rendered
39 exceptional service to his country as a member of the USS Vulcan
410 crew during the Cuban Missile Crisis in 1962; and
511 WHEREAS, A native of Galveston, Mr. Urbanic served as an
612 opticalman petty officer 3rd class on the USS Vulcan; his
713 responsibilities aboard the ship included repairing binoculars,
8- telescopes, and such navigation equipment as sextants and
9- azimuth bearing circles; and
10- WHEREAS, In fall 1962, Petty Officer Urbanic had been
11- aboard the vessel for six weeks before the October outbreak of
12- the Cuban Missile Crisis, a major confrontation that brought the
13- United States and the Soviet Union dangerously close to war over
14- the presence of Soviet nuclear-armed ballistic missiles on the
15- island of Cuba; on October 22, President John F. Kennedy ordered
16- a naval quarantine in an effort to keep Soviet ships from
17- delivering more weapons to Cuba; the Vulcan was deployed to San
18- Juan, Puerto Rico, where Petty Officer Urbanic and his crewmates
19- provided essential repair, electronics, and support services to
20- the American ships forming a quarantine ring blockade around
21- Cuba; the strategy proved successful, and the Vulcan returned
22- home to Norfolk, Virginia, on November 30, following its 23-day
23- mission in the Caribbean; and

27- well as the Armed Forces Expeditionary Medal, which recognized
28- his participation in the Cuban blockade; and
29- WHEREAS, Demonstrating exemplary skill and dedication,
30- Simon Urbanic upheld the highest ideals of the United States
31- military, and his fellow citizens owe him a lasting debt of
32- gratitude; now, therefore, be it
33- RESOLVED, That the Senate of the State of Texas, 89th
34- Legislature, hereby commend U.S. Navy Petty Officer Simon
35- Urbanic for his exceptional service during the Cuban Missile
36- Crisis and extend to him sincere best wishes for the future; and,
37- be it further
31+ Texas Cold War Medal and the National Defense Service Medal, as well
32+ as the Armed Forces Expeditionary Medal, which recognized his

34+ WHEREAS, Demonstrating exemplary skill and dedication, Simon

41+ him sincere best wishes for the future; and, be it further
