28 WHEREAS, Rosser Coke Newton Sr. of Dallas has published an
39 important biography of our state's 15th governor, Richard Coke:
410 Texan; and
5- WHEREAS, An indirect descendant of Governor Coke, Mr.
6- Newton recognized that the politician's life and the
7- post-Reconstruction era had been largely unexplored; Governor
8- Coke led the state in its recovery from the upheaval of the Civil
9- War, quelled lawlessness at the border, and oversaw the drafting
10- and ratification of the Texas Constitution, which endures as the
11- state's governing document; elected in 1874, he was a fierce
12- proponent of states' rights and a critic of federal intervention,
13- and he went on to serve as a U.S. senator; and

31- RESOLVED, That the Senate of the State of Texas, 89th
32- Legislature, hereby honor Rosser Coke Newton Sr. for his
33- biography of former Texas governor Richard Coke and extend to him
34- sincere best wishes for continued success in his scholarly
35- endeavors; and, be it further
