7+ SENATE RESOLUTION
58 WHEREAS, The Senate of the State of Texas honors and
69 commemorates the life of Victor Valencia, who died on April 14,
710 2025, at the age of 64; and
811 WHEREAS, Born May 22, 1960, in Long Island, New York, to
912 Oscar and Ruth Valencia, Victor lived a life characterized by
1013 exemplary service, unwavering faith, and profound dedication to
1114 his family and community; and
1215 WHEREAS, Victor Valencia honorably served his country as a
1316 member of the United States Navy for nine and a half years, during
1417 which time he was awarded two Navy Achievement Medals for his
1518 outstanding contributions; and
1619 WHEREAS, His innovative spirit and technical expertise led
1720 to the development of a patented improvement on a ship's boiler,
1821 an invention implemented throughout the entire United States
1922 naval fleet, demonstrating his commitment to excellence and
2023 service to his nation; and
2124 WHEREAS, Following his distinguished military career,
22- Mr. Valencia, alongside his wife, Linda, established and
23- operated Sign Wizards beginning in 1988; they built a successful
24- business and many meaningful relationships with customers who
25- became like family; and

2629 WHEREAS, A man of deep faith, Victor was a devoted member
2730 of Bridge Church for 17 years, most recently serving as the First
2831 Impression Ministry Director, where he welcomed all with warmth,
2932 humor, and a heart full of love; and
30- WHEREAS, Victor Valencia's passion for sports was evident in
31- his enthusiastic support of New York teams, including the Mets,
32- Jets, Knicks, and Rangers; he enjoyed his active participation in
33- ice hockey, and he coached the Sharks and the Kempsville Kamikazes,
34- in addition to founding the Venom team at Chilled Ponds and
35- competing at the national level with senior teams; and
33+ WHEREAS, Victor Valencia's passion for sports was evident
34+ in his enthusiastic support of New York teams, including the
35+ Mets, Jets, Knicks, and Rangers; he enjoyed his active
36+ participation in ice hockey, and he coached the Sharks and the
37+ Kempsville Kamikazes, in addition to founding the Venom team at
38+ Chilled Ponds and competing at the national level with senior
39+ teams; and
3640 WHEREAS, Victor also enjoyed co-ed softball, volleyball,
3741 golfing, kayaking, and fishing, and he conveyed the same
3842 dedication and joy to his recreational pursuits as he did to all
3943 aspects of his life; and
4044 WHEREAS, Victor Valencia's greatest legacy lies in his
4145 family relationships; he was a loving husband to Linda for nearly
4246 28 years, and they forged a partnership built on mutual respect,
4347 shared work, and enduring love; and
4448 WHEREAS, He was an exceptional father and stepfather who
4549 provided consistent support, guidance, and love to his children,
4650 Renada, Sonja, Brian, Reyna, and Victor, teaching them through
4751 example the values of loyalty, strength, and compassion; and
4852 WHEREAS, As "Pop Pop" to seven grandchildren, Bianca,
4953 Keegan, Kumar, Paisley, Micah, Reef, and Jackson, he created
5054 cherished memories and imparted wisdom that will continue to
5155 influence future generations; and
5256 WHEREAS, Victor Valencia fostered unity within his blended
5357 family, bringing together his children, their mother Gayle, and
5458 his stepchildren into one cohesive family unit, while also
5559 maintaining close bonds with his siblings Oscar, Maria, Johnny,
5660 and Dolores, along with numerous nieces, nephews, and extended
5761 family members; and
5862 WHEREAS, His remarkable capacity to forge meaningful
5963 connections extended beyond family to countless friends and
6064 community members, and he was noted for his warmth and his
6165 ability to transform everyday interactions into opportunities
6266 for kindness and fellowship; and
6367 WHEREAS, Victor Valencia embodied dependability and
6468 selflessness in all his relationships; he was consistently
6569 present for life's significant moments and everyday challenges
6670 alike, offering practical help, emotional support, and
6771 unwavering commitment to those he loved; and
6872 WHEREAS, His legacy of quiet strength, genuine care, and
6973 steadfast presence will continue to be a source of inspiration to
7074 his loved ones and friends and to all who were fortunate enough to
7175 know him; now, therefore, be it
7276 RESOLVED, That the Senate of the State of Texas, 89th
7377 Legislature, hereby pay tribute to the life of Victor Valencia
7478 and extend sincere condolences to his bereaved family; and, be it
7579 further
7680 RESOLVED, That a copy of this Resolution be prepared for
7781 his family as an expression of deepest sympathy from the Texas
7882 Senate and that when the Senate adjourns this day, it do so in
7983 memory of Victor Valencia.
