27 WHEREAS, Business leaders and policymakers from El Paso
38 are gathering at the State Capitol to celebrate February 18 and
49 19, 2025, as El Paso Days in Austin; and
5- WHEREAS, El Paso has the distinction of being located where
6- two countries and three states converge; together with its

712 neighboring border city Juárez, Chihuahua, Mexico, it forms the
8- largest binational metroplex in the Western Hemisphere, creating an
9- intersection of opportunities for economic development; the El Paso
10- region also represents one of the largest manufacturing centers in
11- North America, and its ports of entry handle approximately 20 percent
12- of Texas' total trade activity; area businesses are fortunate to be
13- served by the El Paso Chamber, which has taken the lead in promoting
14- economic prosperity and encouraging a favorable business climate in
15- El Paso for over 125 years; moreover, the City of El Paso was recently
16- recognized with the Excellence in Economic Development Gold Award by
17- the International Economic Development Council, which highlighted
13+ largest binational metroplex in the Western Hemisphere, creating
14+ an intersection of opportunities for economic development; the
15+ El Paso region also represents one of the largest manufacturing

24- foster innovation, workforce development, and collaboration,
25- ensuring a welcoming and thriving environment for those who have
26- served our nation; and
27- WHEREAS, The Borderplex region encompasses three significant
28- military installations: Fort Bliss in El Paso, one of the largest
29- military complexes in the United States and home to the 1st Armored
30- Division, "America's Tank Division"; White Sands Missile Range in New
31- Mexico, the U.S. Department of Defense's largest fully instrumented,
32- open-air test range; and Holloman Air Force Base near Alamogordo, New
33- Mexico, a key installation of the Air Education and Training Command;
34- given the El Paso region's rich military history, continued
35- partnership with Fort Bliss, and steadfast commitment to veterans,
36- El Paso County declared itself the "Veterans Capital of the U.S.A."
37- on November 1, 2022; and

43- Health Sciences Center El Paso, a stand-alone health sciences
44- center, is home to the Paul L. Foster School of Medicine, the first
45- four-year medical school along the U.S.-Mexico border; the
46- University Medical Center of El Paso houses the region's only Level I
47- Trauma Center and serves as the primary teaching institution for
48- TTUHSC El Paso; and
49- WHEREAS, The El Paso region is driving innovation and economic
50- expansion through strategic investments in advanced manufacturing,
51- aerospace, and defense; with a strong foundation built on
52- collaboration between industry leaders, academic institutions, and
53- local government, El Paso is emerging as a hub for high-tech research
54- and workforce development, and the region continues to attract new
55- opportunities that strengthen its position as a leader in global
56- supply chains and next-generation manufacturing; and
57- WHEREAS, An area with a rich and fascinating heritage, El Paso
58- has contributed immeasurably to the story of the Lone Star State, and
59- its citizens take great pride in the extraordinary region they call
60- home; now, therefore, be it
61- RESOLVED, That the Senate of the State of Texas, 89th
62- Legislature, hereby recognize February 18 and 19, 2025, as El
63- Paso Days in Austin and extend a warm welcome to the visiting
64- delegation.
