5- WHEREAS, A life made rich through meaningful service drew
6- to a close with the passing of Paul McCann of Egypt, Texas, on
7- February 4, 2025, at the age of 83; and
8- WHEREAS, The son of Vachel and Addie McCann, Paul McCann
9- was born in Egypt, Texas, on February 5, 1941; he grew up with 10
10- older siblings, Christine, Serelia, Marian, Angie, Prince,
11- Jessie, Cora, Vachel, Rose, and Joyce, and he worked on the
12- family farm while attending elementary school and high school;
13- after graduation, he continued his education at Prairie View A&M
14- University; answering his nation's call to duty, he proudly
15- served with the U.S. Army during the Vietnam War; and
16- WHEREAS, Mr. McCann subsequently moved to Houston, where
17- he was employed by WKM; in 1969, he joined the Houston Police

8+ WHEREAS, A life made rich through meaningful service drew to
9+ a close with the passing of Paul McCann of Egypt, Texas, on February
10+ 4, 2025, at the age of 83; and
11+ WHEREAS, The son of Vachel and Addie McCann, Paul McCann was
12+ born in Egypt, Texas, on February 5, 1941; he grew up with 10 older
13+ siblings, Christine, Serelia, Marian, Angie, Prince, Jessie, Cora,
14+ Vachel, Rose, and Joyce, and he worked on the family farm while
15+ attending elementary school and high school; after graduation, he
16+ continued his education at Prairie View A&M University; answering
17+ his nation's call to duty, he proudly served with the U.S. Army
18+ during the Vietnam War; and
19+ WHEREAS, Mr. McCann subsequently moved to Houston, where he
20+ was employed by WKM; in 1969, he joined the Houston Police
1821 Department Academy, and he went on to enjoy a rewarding career in
1922 law enforcement, distinguishing himself as a member of HPD's
20- central, juvenile, emergency communications, employment
21- services, and south central divisions; moreover, he became only
22- the seventh African American officer to be promoted to the rank
23- of sergeant in the history of HPD; he retired in 1993 and then
24- worked as a Harris County investigator for a few years; and
25- WHEREAS, Over the years, Mr. McCann was a valued
26- congregant of Good Hope Baptist Church in Houston, where he
27- served as a trustee and on the finance committee; in all his
28- endeavors, he enjoyed the love and support of his wife of 61
29- years, Patricia; together, they raised three children, Paula,
30- Kimberly, and Paul, and they had the pleasure of seeing their
31- family grow to include five grandchildren and two
32- great-grandchildren; in retirement, Mr. McCann and his wife

3537 WHEREAS, Deeply dedicated to his family, his faith, and his
36- community, Paul McCann earned the lasting respect and admiration
37- of all who were privileged to know him; now, therefore, be it
38- RESOLVED, That the Senate of the State of Texas, 89th
39- Legislature, hereby pay tribute to the memory of Paul McCann and
40- extend heartfelt condolences to the members of his family: to his
41- wife, Patricia McCann; to his children, Paula McCann Harris and
42- her husband, Dwayne, Kimberly Patrice McCann, and Paul McCann
43- Jr.; to his grandchildren, Madison Serelia Harris, Vachel Joshua
44- McCann, Sue Ann McCann, Kennedy Simone Smith, and Carson James
45- Smith; to his great-grandchildren, Vachel McCann Jr. and Zaleiah
46- McCann; to his sisters,RoseMcCannHallandJoyceMcCann
47- Coleman; to his godchildren, Chandra Robertson and Jeremy Chinn;
48- and to his many other relatives and friends; and, be it further
38+ community, Paul McCann earned the lasting respect and admiration of

40+ RESOLVED, That the Senate of the 89th Texas Legislature
41+ hereby pay tribute to the memory of Paul McCann and extend heartfelt
42+ condolences to the members of his family: to his wife, Patricia
43+ McCann; to his children, Paula McCann Harris and her husband,
44+ Dwayne, Kimberly Patrice McCann, and Paul McCann Jr.; to his
45+ grandchildren, Madison Serelia Harris, Vachel Joshua McCann, Sue
