8	8	WHEREAS, The Senate of the State of Texas is honored to pay
9	9	tribute to Senator Judith Zaffirini, a distinguished leader and
10	10	dedicated public servant, in recognition of her esteemed
11	11	position as Dean of the Texas Senate and on the occasion of her
12	12	birthday on February 13, 2025; and
13	13	WHEREAS, Elected to the Texas Senate in 1986, Senator
14	14	Zaffirini has long held the enduring respect of her constituents,
15	15	and as the Senate's longest-serving and highest-ranking member,
16	16	she holds the title of Dean of the Texas Senate and is the first
17	17	woman to achieve this distinction; and
18	18	WHEREAS, Not only the first female senator to serve as Dean
19	19	but also the first Mexican American woman to serve as a senator in
20	20	Texas, Dean Zaffirini represents District 21 and the people of
21	21	the Lone Star State with remarkable dedication and loyalty, and
22	22	she inspires the confidence and trust of her constituents and the
23	23	admiration of her colleagues across state government; and
24	24	WHEREAS, An alumna of The University of Texas at Austin,
25	25	where she earned her bachelor's, master's, and doctoral degrees,
26	26	Dean Zaffirini is an accomplished communications specialist, a
27	27	former educator, and a public servant who is well known for her
28	28	work ethic and for her achievements in health care, family
29	29	support, and education; throughout her years of legislative and
30	30	professional work, she has remained deeply devoted to her family
31	31	and to helping the families of Texas, and she has cherished the
32	32	love and support of her husband, Carlos M. Zaffirini, her son and
33	33	daughter-by-marriage, Carlos M. Zaffirini Jr. and Audrey, and
34	34	her grandsons, Asher and George; and
35	35	WHEREAS, Dean Zaffirini is a highly regarded legislator
36	36	and state leader who gives generously of her time and energy to
37	37	community and public affairs and consistently exhibits a deep
38	38	love of the Texas land and of its citizens; her wealth of
39	39	knowledge has been an invaluable asset to the Senate; she has
40	40	cast more than 72,000 consecutive votes since 1987, a record for
41	41	the Texas Legislature; and
42	42	WHEREAS, Senator Zaffirini's successful career is marked
43	43	by her exemplary decision-making and statesmanship; her support
44	44	of causes for the betterment of our state and her work as a
45	45	lawmaker are testaments to her high standards, strong
46	46	leadership, and commitment to public service, and her loyalty to
47	47	the Senate body has earned her the highest regard of those with
48	48	whom she serves; and
49	49	WHEREAS, The members of the Texas Senate are proud to have
50	50	the opportunity to honor Dean Zaffirini for her outstanding
51	51	contributions to the citizens of Texas on this special day and to
52	52	pay tribute to her for her many accomplishments and for her
53	53	dedication to our state; now, therefore, be it
54	54	RESOLVED, That the Senate of the State of Texas, 89th
55	55	Legislature, hereby commend Senator Judith Zaffirini, Dean of
56	56	the Texas Senate, for her exceptional achievements on behalf of
57	57	the citizens of this state and extend to her sincere appreciation
58	58	and best wishes for a most enjoyable birthday celebration; and,
59	59	be it further
60	60	RESOLVED, That a copy of this Resolution be prepared for
61	61	her as an expression of the admiration and esteem of the Texas
62	62	Senate.
