SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘No SmartPay for Anti- 4

SEC. 2. PROHIBITION ON AWARDING CONTRACTS FOR CER-1
TAIN COMMERCIAL PAYMENT SYSTEMS 2
UNDER THE SMARTPAY PROGRAM. 3
(a) I
NGENERAL.—The Administrator of General 4
Services may not award a contract under the SmartPay 5
Program for the procurement of a commercial payment 6
system that uses a payment processing agency that has 7
implemented a merchant category code for gun retailers. 8
(b) A
PPLICABILITY.—This Act shall not apply to any 9
contract awarded before the date of the enactment of this 10
Act. 11
