1818 tives of the United States of America in Congress assembled, 2
1919 SECTION 1. OFFSHORE WIND ENVIRONMENTAL REVIEW 3

2222 NGENERAL.—No later than 60 days after the 5
2323 enactment of this bill, the Comptroller General shall con-6
2424 duct a study to assess the sufficiency of the environmental 7
2525 review processes for offshore wind projects in place as of 8
2626 the date of the enactment of this section of the national 9

3131 Management, and any other relevant Federal agency. 2

3333 ONTENTS.—The study required under sub-3
3434 section (a) shall include consideration of— 4
3535 (1) the impacts of offshore wind projects on 5
3636 whales, finfish, marine mammals, benthic resources, 6
3737 commercial and recreational fishing, air quality and 7
3838 greenhouse gas emissions, cultural, historical, and 8
3939 archaeological resources, invertebrates, and essential 9
4040 fish habitat, military use and navigation/vessel traf-10
4141 fic; recreation and tourism, and sustainability of 11
4242 shoreline beaches and inlets; 12
4343 (2) how the agencies determines which stake-13
4444 holders are consulted and if a timely, comprehensive 14
4545 comment period is provided for local representatives 15
4646 and interested parties; and 16
4747 (3) the estimated cost and who pays for the off-17
4848 shore wind projects. 18
