41-This Act may be cited as the ‘‘Securing America’s Crit-4
42-ical Minerals Supply Act’’. 5
43-SEC. 2. AMENDMENT TO THE DEPARTMENT OF ENERGY OR-6
44-GANIZATION ACT. 7
45-The Department of Energy Organization Act (42 8
46-U.S.C. 7101 et seq.) is amended— 9
47-(1) in section 2, by adding at the end the fol-10
48-lowing: 11
49-‘‘(d) As used in sections 102(20) and 203(a)(12), the 12
50-term ‘critical energy resource’ means any energy resource— 13
51-‘‘(1) that is essential to the energy sector and en-14
52-ergy systems of the United States; and 15
53-‘‘(2) the supply chain of which is vulnerable to 16
54-disruption.’’; 17
55-(2) in section 102, by adding at the end the fol-18
56-lowing: 19
57-‘‘(20) To ensure there is an adequate and reliable 20
58-supply of critical energy resources that are essential 21
59-to the energy security of the United States.’’; and 22
60-(3) in section 203(a), by adding at the end the 23
61-following: 24

28+The Department of Energy Organization Act (42 3
29+U.S.C. 7101 et seq.) is amended— 4
30+(1) in section 2, by adding at the end the fol-5
31+lowing: 6

57+SEC. 3. SECURING CRITICAL ENERGY RESOURCE SUPPLY 4
58+CHAINS. 5
59+(a) I
60+NGENERAL.—In carrying out the requirements 6
61+of the Department of Energy Organization Act (42 U.S.C. 7
62+7101 et seq.), the Secretary of Energy, in consultation 8
63+with the appropriate Federal agencies, representatives of 9
64+the energy sector, States, and other stakeholders, shall— 10
65+(1) conduct ongoing assessments of— 11
66+(A) energy resource criticality based on the 12
67+importance of critical energy resources to the 13
68+development of energy technologies and the sup-14
69+ply of energy; 15
70+(B) the critical energy resource supply 16
71+chain of the United States; and 17
72+(C) the vulnerability of such supply chain; 18
73+(2) strengthen critical energy resource supply 19
74+chains in the United States, including by— 20
75+(A) diversifying the sources of the supply 21
76+of critical energy resources; and 22
77+(B) increasing domestic production, sepa-23
78+ration, and processing of critical energy re-24
79+sources; 25

103-(3) develop substitutes and alternatives to crit-10
