Promoting Interagency Coordination for Review of Natural Gas Pipelines Act

Impact

The enactment of HB 1115 would significantly impact the regulatory landscape for natural gas pipelines by imposing a structured framework on how federal and state agencies interact when considering applications. It is expected to expedite the approval process for pipeline projects, which could lead to increased infrastructure development and improved energy supply reliability. The bill attempts to reduce the bureaucratic hurdles that have been criticized for slowing down necessary energy projects, aligning with broader federal goals of enhancing energy infrastructure and security.

Summary

House Bill 1115, titled the 'Promoting Interagency Coordination for Review of Natural Gas Pipelines Act,' is designed to streamline the process for approving natural gas pipeline projects by enhancing coordination among federal and state agencies. The bill mandates the Federal Energy Regulatory Commission (FERC) to take a lead role in approving applications under the Natural Gas Act and to ensure that federal authorizations are processed in a timely and efficient manner. It sets forth strict timelines and reporting requirements for agencies involved in the authorization process, thereby aiming to reduce delays and improve transparency.

Sentiment

The sentiment surrounding HB 1115 appears positive among pro-business and energy sector stakeholders, who view it as a necessary measure to facilitate the growth of natural gas infrastructure. Supporters argue that the bill fosters a more efficient regulatory environment that can support economic development and energy independence. However, opponents express concerns about the potential for reduced environmental oversight and the risk that expedited reviews could undermine thorough assessments of the environmental impacts associated with pipeline constructions.

Contention

The bill has generated notable contention over the appropriate balance between expediting energy project approvals and ensuring thorough environmental reviews. Critics argue that the focus on interagency coordination and expedited timelines may compromise environmental protections and the full consideration of local opposition to projects. Furthermore, there is apprehension that less stringent oversight could lead to long-term detrimental effects on natural ecosystems and community health, prompting calls for more rigorous safeguards within the legislative framework.

Related Lower Energy Costs Act This bill provides for the exploration, development, importation, and exportation of energy resources (e.g., oil, gas, and minerals). For example, it sets forth provisions to (1) expedite energy projects, (2) eliminate or reduce certain fees related to the development of federal energy resources, and (3) eliminate certain funds that provide incentives to decrease emissions of greenhouse gases. The bill expedites the development, importation, and exportation of energy resources, including by waiving environmental review requirements and other specified requirements under certain environmental laws, eliminating certain restrictions on the import and export of oil and natural gas, prohibiting the President from declaring a moratorium on the use of hydraulic fracturing (a type of process used to extract underground energy resources), directing the Department of the Interior to conduct sales for the leasing of oil and gas resources on federal lands and waters as specified by the bill, and limiting the authority of the President and executive agencies to restrict or delay the development of energy on federal land. In addition, the bill reduces royalties for oil and gas development on federal land and eliminates charges on methane emissions. It also eliminates a variety of funds, such as funds for energy efficiency improvements in buildings as well as the greenhouse gas reduction fund.
