18	18	To nullify certain Executive orders regarding COVID–19
19	19	vaccine mandates and to prohibit the Secretary of Labor
20	20	from issuing a rule mandating vaccination against
21	21	COVID–19, and for other purposes.
22	22	Be it enacted by the Senate and House of Representa-1
23	23	tives of the United States of America in Congress assembled, 2
24	24	SECTION 1. SHORT TITLE. 3
25	25	This Act may be cited as the ‘‘Freedom from Man-4
26	26	dates Act’’. 5

30	30	SEC. 2. NULLIFICATION OF CERTAIN EXECUTIVE ORDERS. 1
31	31	(a) S
32	32	AFETYPROTOCOLS FOR FEDERALCONTRAC-2
33	33	TORS.—Executive Order 14042 (86 Fed. Reg. 50985, re-3
34	34	lating to ensuring adequate COVID–19 safety protocols 4
35	35	for Federal contractors) shall have no force or effect. 5
36	36	(b) COVID–19 V
37	37	ACCINEREQUIREMENT.—Executive 6
38	38	Order 14043 (86 Fed. Reg. 50989, relating to requiring 7
39	39	COVID–19 vaccination for Federal employees) shall have 8
40	40	no force or effect. 9
41	41	SEC. 3. PROHIBITION OF RULES MANDATING VACCINA-10
42	42	TION. 11
43	43	The Secretary of Labor may not issue any rule re-12
44	44	quiring employers to mandate vaccination of employees 13
45	45	against COVID–19 or requiring testing of employees who 14
46	46	are unvaccinated against COVID–19. 15
47	47	SEC. 4. PROHIBITION ON MEDICARE AND MEDICAID 16
48	48	COVID–19 VACCINATION MANDATES. 17
49	49	Notwithstanding any provision of title XI, XVIII, or 18
50	50	XIX of the Social Security Act (42 U.S.C. 1301 et seq., 19
51	51	1395 et seq., 1396 et seq.), the Secretary of Health and 20
52	52	Human Services may not require a health care provider, 21
53	53	as a condition of participation in the Medicare or Medicaid 22
54	54	program, to mandate vaccination of employees against 23
55	55	COVID–19 or require testing of employees who are 24
56	56	unvaccinated against COVID–19, and may not otherwise 25
