Protecting International Pipelines for Energy Security Act

Impact

If enacted, this legislation will significantly alter the dynamics of energy policy and regulation in the United States. It seeks to ensure greater stability and predictability for operators of energy facilities that cross U.S. borders, potentially influencing investment decisions in this sector. By limiting the President's unilateral power to revoke permits, the bill could bolster the security and reliability of the energy infrastructure critical to both domestic and international energy supply chains.

Summary

House Bill 1197, titled the 'Protecting International Pipelines for Energy Security Act,' aims to restrict the authority of the President of the United States regarding the revocation of Presidential permits associated with cross-border energy facilities. Specifically, the bill stipulates that the President cannot revoke these permits or any related authorizations unless such revocation is expressly authorized through an Act of Congress. This would apply to permits for the construction, connection, operation, or maintenance of pipelines and electric transmission facilities at the international boundaries of the United States.

Contention

The bill may raise notable contention, as it contrasts with the executive's role in making swift policy responses related to energy and environmental concerns. Supporters of HB1197 argue that it will protect energy security and investments against abrupt policy shifts from changing administrations. However, critics may contend that the bill undermines the executive branch's ability to respond to environmental or safety issues that may arise, thereby potentially sacrificing public safety and environmental standards for the sake of protecting corporate interests.

US HB1

Related Lower Energy Costs Act This bill provides for the exploration, development, importation, and exportation of energy resources (e.g., oil, gas, and minerals). For example, it sets forth provisions to (1) expedite energy projects, (2) eliminate or reduce certain fees related to the development of federal energy resources, and (3) eliminate certain funds that provide incentives to decrease emissions of greenhouse gases. The bill expedites the development, importation, and exportation of energy resources, including by waiving environmental review requirements and other specified requirements under certain environmental laws, eliminating certain restrictions on the import and export of oil and natural gas, prohibiting the President from declaring a moratorium on the use of hydraulic fracturing (a type of process used to extract underground energy resources), directing the Department of the Interior to conduct sales for the leasing of oil and gas resources on federal lands and waters as specified by the bill, and limiting the authority of the President and executive agencies to restrict or delay the development of energy on federal land. In addition, the bill reduces royalties for oil and gas development on federal land and eliminates charges on methane emissions. It also eliminates a variety of funds, such as funds for energy efficiency improvements in buildings as well as the greenhouse gas reduction fund.
