To prohibit the President from revoking Presidential permits
relating to cross-border energy facilities.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Protecting Inter-4
national Pipelines for Energy Security Act’’. 5

SEC. 2. PROHIBITION ON REVOCATION OF PRESIDENTIAL 1
PERMITS. 2
(a) I
NGENERAL.—Notwithstanding any other provi-3
sion of law, the President may not revoke a Presidential 4
permit, or any other permit or authorization, required pur-5
suant to Executive Order No. 13337 (3 U.S.C. 301 note), 6
Executive Order No. 11423 (3 U.S.C. 301 note), Execu-7
tive Order No. 12038 (43 Fed. Reg. 4957), Executive 8
Order No. 10485 (18 Fed. Reg. 5397), or any other Exec-9
utive order for the construction, connection, operation, or 10
maintenance of an oil or natural gas pipeline or electric 11
transmission facility, or any border-crossing facility there-12
of, unless such revocation is authorized by an Act of Con-13
gress. 14

EFINITIONS.—In this section: 15
(1) B
ORDER-CROSSING FACILITY.—The term 16
‘‘border-crossing facility’’ means the portion of an oil 17
or natural gas pipeline or electric transmission facil-18
ity that is located at an international boundary of 19
the United States. 20
(2) N
ATURAL GAS.—The term ‘‘natural gas’’ 21
has the meaning given such term in section 2 of the 22
Natural Gas Act (15 U.S.C. 717a). 23
(3) O
IL.—The term ‘‘oil’’ means petroleum or 24
a petroleum product. 25
