1717 SECTION 1. SHORT TITLE. 3
1818 This Act may be cited as the ‘‘Defund Planned Par-4
1919 enthood Act of 2023’’. 5
2020 SEC. 2. FINDINGS. 6
2121 Congress finds the following: 7
2222 (1) State and county health departments, com-8
2323 munity health centers, hospitals, physicians offices, 9
2424 and other entities currently provide, and will con-10

2828 tinue to provide, health services to women. Such 1
2929 health services include relevant diagnostic laboratory 2
3030 and radiology services, well-child care, prenatal and 3
3131 postpartum care, immunization, family planning 4
3232 services (including contraception), cervical and 5
3333 breast cancer screenings and referrals, and sexually 6
3434 transmitted disease testing. 7
3535 (2) Many such entities provide services to all 8
3636 persons, regardless of the person’s ability to pay, 9
3737 and provide services in medically underserved areas 10
3838 and to medically underserved populations. 11
3939 (3) All funds that are no longer available to 12
4040 Planned Parenthood Federation of America, Inc. 13
4141 and its affiliates and clinics pursuant to this Act will 14
4242 continue to be made available to other eligible enti-15
4343 ties to provide women’s health care services. 16
4444 (4) Funds authorized to be appropriated, and 17
4545 appropriated, by section 4 are offset by the funding 18
4646 limitation under section 3(a). 19
4747 SEC. 3. MORATORIUM ON FEDERAL FUNDING TO PLANNED 20
4848 PARENTHOOD FEDERATION OF AMERICA, 21
4949 INC. 22
5050 (a) I
5151 NGENERAL.—For the one-year period beginning 23
5252 on the date of the enactment of this Act, subject to sub-24
5353 section (b), no funds authorized or appropriated by Fed-25

5757 eral law may be made available for any purpose to Planned 1
5858 Parenthood Federation of America, Inc., or any affiliate 2
5959 or clinic of Planned Parenthood Federation of America, 3
6060 Inc., unless such entities certify that Planned Parenthood 4
6161 Federation of America affiliates and clinics will not per-5
6262 form, and will not provide any funds to any other entity 6
6363 that performs, an abortion during such period. 7
6464 (b) E
6565 XCEPTION.—Subsection (a) shall not apply to 8
6666 an abortion— 9
6767 (1) if the pregnancy is the result of an act of 10
6868 rape or incest; or 11
6969 (2) in the case where a woman suffers from a 12
7070 physical disorder, physical injury, or physical illness 13
7171 that would, as certified by a physician, place the 14
7272 woman in danger of death unless an abortion is per-15
7373 formed, including a life-endangering physical condi-16
7474 tion caused by or arising from the pregnancy itself. 17
7575 (c) R
7676 EPAYMENT.—The Secretary of Health and 18
7777 Human Services and the Secretary of Agriculture shall 19
7878 seek repayment of any Federal assistance received by 20
7979 Planned Parenthood Federation of America, Inc., or any 21
8080 affiliate or clinic of Planned Parenthood Federation of 22
8181 America, Inc., if it violates the terms of the certification 23
8282 required by subsection (a) during the period specified in 24
8383 subsection (a). 25

8787 SEC. 4. FUNDING FOR COMMUNITY HEALTH CENTER PRO-1

8989 (a) I
9090 NGENERAL.—There is authorized to be appro-3
9191 priated, and appropriated, $235,000,000 for the commu-4
9292 nity health center program under section 330 of the Public 5
9393 Health Service Act (42 U.S.C. 254b), in addition to any 6
9494 other funds made available to such program, for the period 7
9595 for which the funding limitation under section 3(a) ap-8
9696 plies. 9
9797 (b) L
9898 IMITATION.—None of the funds authorized or 10
9999 appropriated pursuant to subsection (a) may be expended 11
100100 for an abortion other than as described in section 3(b). 12
101101 SEC. 5. RULE OF CONSTRUCTION. 13
102102 Nothing in this Act shall be construed to reduce over-14
103103 all Federal funding available in support of women’s health. 15
