3434 NGENERAL.—Section 601(a)(2) of the Legisla-3
3535 tive Reorganization Act of 1946 (2 U.S.C. 4501(2)) is 4
3636 amended by adding at the end the following: 5
3737 ‘‘(C) An adjustment in rates of pay may be made 6
3838 under this paragraph in a year only if the aggregate out-7
3939 lays of the United States during the last completed fiscal 8
4040 year did not exceed the aggregate receipts of the United 9
4141 States during such fiscal year, as determined by the Con-10
4242 gressional Budget Office.’’. 11

4444 ECHNICALAMENDMENT.—Section 601(a)(2)(A) 12
4545 of such Act (2 U.S.C. 4501(2)(A)) is amended by striking 13
4646 ‘‘Subject to subparagraph (B),’’ and inserting ‘‘Subject to 14
4747 subparagraphs (B) and (C),’’. 15
