To prohibit the transfer or release of individuals detained
at United States Naval Station, Guantanamo Bay, Cuba,
to the United States.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. PROHIBITION ON TRANSFER OR RELEASE OF 3
INDIVIDUALS DETAINED AT UNITED STATES 4
NAVAL STATION, GUANTANAMO BAY, CUBA, 5
TO THE UNITED STATES. 6
No amounts authorized to be appropriated or other-7
wise made available for the Department of Defense for 8
any fiscal year may be used to transfer, release, or assist 9

in the transfer of or release to or within the United States, 1
its territories, or possessions Khalid Sheikh Mohammed 2
or any other detainee who— 3
(1) is not a United States citizen or a member 4
of the Armed Forces of the United States; and 5
(2) is or was held on or after January 20, 6
2009, at United States Naval Station, Guantanamo 7
Bay, Cuba, by the Department of Defense. 8
