4040 (A) by redesignating the second section 8
4141 146 (relating to Choose Respect Day) as section 9
4242 147; and 10
4343 (B) by adding at the end the following: 11
4444 ‘‘§ 148. Hostage and Wrongful Detainee Day 12
4545 ‘‘The President is requested to issue each year a 13
4646 proclamation— 14
4747 ‘‘(1) designating a day as Hostage and Wrong-15
4848 ful Detainee Day; and 16
4949 ‘‘(2) calling on the people of the United States 17
5050 to observe Hostage and Wrongful Detainee Day with 18
5151 appropriate ceremonies and activities.’’. 19

5454 MENT.—The table of sections for chapter 1 of title 21

7272 Campaign is designated as the symbol of the commitment 8
7373 of the United States to recognizing citizens of the United 9
7474 States held as hostages or wrongfully detained abroad. 10

7676 EQUIREDDISPLAY.— 11
7777 ‘‘(1) I
7878 N GENERAL.—The Hostage and Wrongful 12
7979 Detainee Flag shall be displayed at the locations 13
8080 specified in paragraph (2) on the days specified in 14
8181 paragraph (3). 15

8383 OCATIONS SPECIFIED .—The locations 16
8484 specified in this paragraph are the following: 17
8585 ‘‘(A) The Capitol. 18
8686 ‘‘(B) The White House. 19
8787 ‘‘(C) The buildings containing the official 20

8989 ‘‘(i) the Secretary of State; and 22
9090 ‘‘(ii) the Secretary of Defense. 23

110110 Detainee Flag pursuant to this section shall be in a 13
111111 manner designed to ensure visibility to the public. 14

113113 IMITATION.—This section may not be 15
114114 construed or applied so as to require any employee 16
115115 to report to work solely for the purpose of providing 17
116116 for the display of the Hostage and Wrongful De-18
117117 tainee Flag.’’. 19
