115115 EADLINE FOR SUBMISSION .—Such re-9
116116 quest must be submitted by an individual and re-10
117117 ceived by the office of the State or local election su-11
118118 pervisor not later than 21 days before the date of 12
119119 the election for Federal office. 13

121121 AILING OF BALLOTS.—Upon receipt of 14
122122 such a request, the State or local election supervisor 15
123123 shall fulfill the request by mailing a mail-in ballot to 16
124124 the individual within 3 days. 17

145145 ‘‘(A) be marked using blue or black ink, 7
146146 and properly designate the individual’s vote for 8

149149 same signature the individual used to register 11

227227 paragraph, the term ‘caregiver’ means an indi-21
228228 vidual who has the responsibility for the care of 22
229229 an older individual, either voluntarily, by con-23
230230 tract, by receipt of payment for care, or as a re-24
231231 sult of the operation of law and means an indi-25

241241 The prohibition under paragraph (1) shall not apply 6
242242 to the incidental possession of mail-in ballots by a 7
243243 postal worker or election official acting within the 8
244244 scope of his or her official capacity. 9

246246 ENALTY.—Any person who violates this 10
247247 subsection shall be fined under title 18, United 11
248248 States Code, or imprisoned not more than 1 year, or 12

340340 INDINGS.—Congress finds that— 7
341341 (A) the right to vote is a fundamental 8
342342 right of citizens of the United States; 9
343343 (B) it is the responsibility of the State and 10
344344 Federal Governments to ensure that every eligi-11
345345 ble citizen is registered to vote; 12
346346 (C) existing voter registration systems can 13
347347 be inaccurate, costly, inaccessible and con-14
348348 fusing, with damaging effects on voter partici-15
349349 pation in elections and disproportionate impacts 16
350350 on young people, persons with disabilities, and 17
351351 racial and ethnic minorities; and 18
352352 (D) voter registration systems must be up-19
353353 dated with 21st-century technologies and proce-20
354354 dures to maintain their security. 21

356356 URPOSE.—It is the purpose of this title— 22
357357 (A) to establish that it is the responsibility 23
358358 of government at every level to ensure that all 24
359359 eligible citizens are registered to vote; 25

369369 internet capabilities; and 7
370370 (D) to protect and enhance the integrity, 8
371371 accuracy, efficiency, and accessibility of the 9
372372 electoral process for all eligible citizens. 10
373373 SEC. 202. AUTOMATIC REGISTRATION OF ELIGIBLE INDI-11
374374 VIDUALS. 12

380380 cial of each State shall establish and operate a sys-16
381381 tem of automatic registration for the registration of 17
382382 eligible individuals to vote for elections for Federal 18
383383 office in the State, in accordance with the provisions 19

386386 EFINITION.—The term ‘‘automatic reg-21
387387 istration’’ means a system that registers an indi-22
388388 vidual to vote in elections for Federal office in a 23
389389 State, if eligible, by electronically transferring the 24

399399 EGISTRATION OF VOTERSBASED ONNEW 5

401401 GENCYRECORDS.—The chief State election official 6
402402 shall— 7
403403 (1) not later than 15 days after a contributing 8
404404 agency has transmitted information with respect to 9
405405 an individual pursuant to section 203, ensure that 10
406406 the individual is registered to vote in elections for 11
407407 Federal office in the State if the individual is eligible 12
408408 to be registered to vote in such elections; and 13
409409 (2) send written notice to the individual, in ad-14
410410 dition to other means of notice established by this 15
411411 part, of the individual’s voter registration status. 16

413413 NE-TIMEREGISTRATION OFVOTERSBASED ON 17

415415 XISTINGCONTRIBUTINGAGENCYRECORDS.—The chief 18
416416 State election official shall— 19
417417 (1) identify all individuals whose information is 20
418418 transmitted by a contributing agency pursuant to 21
419419 section 204 and who are eligible to be, but are not 22
420420 currently, registered to vote in that State; 23
421421 (2) promptly send each such individual written 24
422422 notice, in addition to other means of notice estab-25

429429 (A) an explanation that voter registration 4
430430 is voluntary, but if the individual does not de-5
431431 cline registration, the individual will be reg-6
432432 istered to vote; 7
433433 (B) a statement offering the opportunity to 8
434434 decline voter registration through means con-9
435435 sistent with the requirements of this title; 10
436436 (C) in the case of a State in which affili-11
437437 ation or enrollment with a political party is re-12
438438 quired in order to participate in an election to 13
439439 select the party’s candidate in an election for 14
440440 Federal office, a statement offering the indi-15
441441 vidual the opportunity to affiliate or enroll with 16
442442 a political party or to decline to affiliate or en-17
443443 roll with a political party, through means con-18
444444 sistent with the requirements of this title; 19
445445 (D) the substantive qualifications of an 20
446446 elector in the State as listed in the mail voter 21
447447 registration application form for elections for 22
448448 Federal office prescribed pursuant to section 9 23
449449 of the National Voter Registration Act of 1993, 24
450450 the consequences of false registration, and a 25

457457 (E) instructions for correcting any erro-4
458458 neous information; and 5
459459 (F) instructions for providing any addi-6
460460 tional information which is listed in the mail 7
461461 voter registration application form for elections 8
462462 for Federal office prescribed pursuant to section 9
463463 9 of the National Voter Registration Act of 10
464464 1993; 11
465465 (3) ensure that each such individual who is eli-12
466466 gible to register to vote in elections for Federal of-13
467467 fice in the State is promptly registered to vote not 14
468468 later than 45 days after the official sends the indi-15
469469 vidual the written notice under paragraph (2), un-16
470470 less, during the 30-day period which begins on the 17
471471 date the election official sends the individual such 18
472472 written notice, the individual declines registration in 19
473473 writing, through a communication made over the 20
474474 internet, or by an officially logged telephone commu-21
475475 nication; and 22
476476 (4) send written notice to each such individual, 23

14101410 EQUIREMENTS FOR APPLICANTS FOR LI-6
14111411 CENSES.—Section 5(d) of the National Voter Registration 7
14121412 Act of 1993 (52 U.S.C. 20504(d)) is amended— 8
14131413 (1) by striking ‘‘Any change’’ and inserting 9
14141414 ‘‘(1) Any change’’; and 10
14151415 (2) by adding at the end the following new 11
14161416 paragraph: 12
14171417 ‘‘(2)(A) A State motor vehicle authority shall require 13
14181418 each individual applying for a motor vehicle driver’s li-14
14191419 cense in the State— 15
14201420 ‘‘(i) to attest, under penalty of perjury, whether 16
14211421 the individual resides in another State or resided in 17
14221422 another State prior to applying for the license, and, 18
14231423 if so, to identify the State involved; and 19
14241424 ‘‘(ii) to attest, under penalty of perjury, wheth-20
14251425 er the individual intends for the State to serve as 21
14261426 the individual’s residence for purposes of registering 22

14281428 ‘‘(B) If pursuant to subparagraph (A)(ii) an indi-24
14291429 vidual indicates to the State motor vehicle authority that 25
