17	17	To amend title 5, United States Code, to terminate pensions
18	18	for Members of Congress, and for other purposes.
19	19	Be it enacted by the Senate and House of Representa-1
20	20	tives of the United States of America in Congress assembled, 2
21	21	SECTION 1. SHORT TITLE. 3
22	22	This Act may be cited as the ‘‘Citizen Legislature 4
23	23	Anti-Corruption Reform of Public Service Act’’ or the 5
24	24	‘‘CLEAN Public Service Act’’. 6

35	35	N GENERAL.—Subchapter III of chapter 5
36	36	83 of title 5, United States Code, is amended by in-6
37	37	serting after section 8335 the following: 7
38	38	‘‘§ 8335a. Termination of further retirement coverage 8
39	39	of Members of Congress 9
40	40	‘‘(a) I
41	41	NGENERAL.—Notwithstanding any other pro-10
42	42	vision of this subchapter and subject to subsection (f), ef-11
43	43	fective on the date that is 90 days after the date of enact-12
44	44	ment of this section— 13
45	45	‘‘(1) a Member shall not be subject to this sub-14
46	46	chapter for any further period of time; and 15
47	47	‘‘(2) no further Government contributions or 16
48	48	deductions from basic pay may be made with respect 17
49	49	to such Member for deposit in the Treasury of the 18
50	50	United States to the credit of the Fund. 19
51	51	‘‘(b) P
52	52	RIORRIGHTSNOTAFFECTED.—Nothing in 20
53	53	subsection (a) shall be considered to nullify, modify, or 21
54	54	otherwise affect any right, entitlement, or benefit under 22
55	55	this subchapter with respect to any Member covering any 23
56	56	period prior to the date of enactment of this section. 24

60	60	LANNOTAFFECTED.—Nothing in subsection (a) shall 26

65	65	Thrift Savings Plan in accordance with otherwise applica-2
66	66	ble provisions of law. 3

68	68	EGULATIONS.—Any regulations necessary to 4
69	69	carry out this section may— 5
70	70	‘‘(1) except with respect to matters relating to 6
71	71	the Thrift Savings Plan, be prescribed by the Direc-7
72	72	tor of the Office of Personnel Management; and 8
73	73	‘‘(2) with respect to matters relating to the 9
74	74	Thrift Savings Plan, be prescribed by the Executive 10
75	75	Director (as defined by section 8401(13)). 11

77	77	XCLUSION.—For purposes of this section, the 12
78	78	term ‘Member’ does not include the Vice President.’’. 13

82	82	United States Code, is amended by inserting after 16
83	83	the item relating to section 8335 the following: 17

98	98	vision of this chapter, effective on the date that is 90 days 4
99	99	after the date of enactment of this section— 5
100	100	‘‘(1) subject to subsection (f), in the case of an 6
101	101	individual who first becomes a Member before such 7
102	102	date of enactment— 8
103	103	‘‘(A) such Member shall not be subject to 9
104	104	this chapter for any further period of time after 10
105	105	such date of enactment; and 11
106	106	‘‘(B) no further Government contributions 12
107	107	or deductions from basic pay may be made with 13
108	108	respect to such Member for deposit in the 14
109	109	Treasury of the United States to the credit of 15
110	110	the Fund; and 16
111	111	‘‘(2) in the case of an individual who first be-17
112	112	comes a Member on or after such date of enact-18
113	113	ment— 19
