17	17	To amend title 18, United States Code, to prohibit
18	18	interfering with voter registration, and for other purposes.
19	19	Be it enacted by the Senate and House of Representa-1
20	20	tives of the United States of America in Congress assembled, 2
21	21	SECTION 1. SHORT TITLE. 3
22	22	This Act may be cited as the ‘‘Alice Paul Voter Pro-4
23	23	tection Act’’. 5

27	27	SEC. 2. PROHIBITING HINDERING, INTERFERING WITH, OR 1
28	28	PREVENTING VOTER REGISTRATION. 2
29	29	(a) I
30	30	NGENERAL.—Chapter 29 of title 18, United 3
31	31	States Code is amended by adding at the end the following 4
32	32	new section: 5
33	33	‘‘§ 612. Hindering, interfering with, or preventing 6
34	34	registering to vote 7
35	35	‘‘(a) P
36	36	ROHIBITION.—It shall be unlawful for any per-8
37	37	son, whether acting under color of law or otherwise, to 9
38	38	corruptly hinder, interfere with, or prevent another person 10
39	39	from registering to vote or to corruptly hinder, interfere 11
40	40	with, or prevent another person from aiding another per-12
41	41	son in registering to vote. 13
42	42	‘‘(b) A
43	43	TTEMPT.—Any person who attempts to commit 14
44	44	any offense described in subsection (a) shall be subject to 15
45	45	the same penalties as those prescribed for the offense that 16
46	46	the person attempted to commit. 17
47	47	‘‘(c) P
48	48	ENALTY.—Any person who violates subsection 18
49	49	(a) shall be fined under this title, imprisoned not more 19
50	50	than 5 years, or both.’’. 20

52	52	LERICALAMENDMENT.—The table of sections 21
53	53	for chapter 29 of title 18, United States Code is amended 22
54	54	by adding at the end the following new item: 23
55	55	‘‘612. Hindering, interfering with, or preventing registering to vote.’’.
56	56	(c) EFFECTIVEDATE.—The amendments made by 24
57	57	this section shall apply with respect to elections held on 25

61	61	or after the date of the enactment of this Act, except that 1
62	62	no person may be found to have violated section 612 of 2
63	63	title 18, United States Code (as added by subsection (a)), 3
64	64	on the basis of any act occurring prior to the date of the 4
65	65	enactment of this Act. 5
66	66	SEC. 3. ESTABLISHMENT OF BEST PRACTICES. 6
67	67	(a) B
68	68	ESTPRACTICES.—Not later than 180 days after 7
69	69	the date of the enactment of this Act, the Election Assist-8
70	70	ance Commission shall develop and publish recommenda-9
71	71	tions for best practices for States to use to deter and pre-10
72	72	vent violations of section 612 of title 18, United States 11
73	73	Code (as added by section 2), and section 12 of the Na-12
74	74	tional Voter Registration Act of 1993 (52 U.S.C. 20511) 13
75	75	(relating to the unlawful interference with registering to 14
76	76	vote, or voting, or attempting to register to vote or vote), 15
77	77	including practices to provide for the posting of relevant 16
78	78	information at polling places and voter registration agen-17
79	79	cies under such Act, the training of poll workers and elec-18
80	80	tion officials, and relevant educational materials. For pur-19
81	81	poses of this subsection, the term ‘‘State’’ includes the 20
82	82	District of Columbia, the Commonwealth of Puerto Rico, 21
83	83	Guam, American Samoa, the United States Virgin Is-22
84	84	lands, and the Commonwealth of the Northern Mariana 23
85	85	Islands. 24

90	90	MENTS.—Section 302(b)(2) of the Help America Vote Act 2
91	91	of 2002 (52 U.S.C. 21082(b)(2)) is amended— 3
92	92	(1) by striking ‘‘and’’ at the end of subpara-4
93	93	graph (E); 5
94	94	(2) by striking the period at the end of sub-6
95	95	paragraph (F) and inserting ‘‘; and’’; and 7
96	96	(3) by adding at the end the following new sub-8
97	97	paragraph: 9
98	98	‘‘(G) information relating to the prohibi-10
99	99	tions of section 612 of title 18, United States 11
100	100	Code, and section 12 of the National Voter 12
101	101	Registration Act of 1993 (52 U.S.C. 20511) 13
102	102	(relating to the unlawful interference with reg-14
103	103	istering to vote, or voting, or attempting to reg-15
104	104	ister to vote or vote), including information on 16
105	105	how individuals may report allegations of viola-17
106	106	tions of such prohibitions.’’. 18
