2525 SECTION 1. SHORT TITLE. 3
2626 This Act may be cited as the ‘‘Acre In, Acre Out 4
2727 Act’’. 5

3131 SEC. 2. NO NET INCREASE IN CERTAIN FEDERAL LANDS. 1
3232 (a) I
3333 NGENERAL.—For acquisition of land by the 2
3434 Secretary of the Interior or the Secretary of Agriculture 3
3535 that would result in a net increase of total land acreage 4
3636 under the jurisdiction of the National Park Service, the 5
3737 United States Fish and Wildlife Service, the Bureau of 6
3838 Land Management, or the Forest Service, the Secretary 7
3939 concerned shall offer for sale an equal number of acres 8
4040 of Federal land that is under the same jurisdictional sta-9
4141 tus. 10
4242 (b) E
4343 XEMPTIONS.—Subsection (a) shall not apply to 11
4444 easements acquired— 12
4545 (1) by the Secretary of the Interior to facilitate 13
4646 management of Federal lands; or 14
4747 (2) by the Secretary of Agriculture to facilitate 15
4848 management of Federal lands. 16

5050 ONSIDERATION.— 17
5151 (1) I
5252 N GENERAL.—Land sold pursuant to sub-18
5353 section (a) shall be offered for sale— 19
5454 (A) at fair market value (based on local 20
5555 comparable sales); and 21
5656 (B) at a price that is reduced by 10 per-22
5757 cent each month if the land is not sold or under 23
5858 contract to be sold by the date that is 6 months 24
5959 after the land was first offered for sale. 25

6363 (2) EXCEPTION.—Time periods during which 1
6464 land is under contract for sale or withdrawn from 2
6565 the market shall not be counted for the purposes of 3
6666 price reduction under paragraph (1)(B). 4

6868 XISTINGRIGHTS.—The sale of Federal lands 5
6969 pursuant to this section shall be subject to valid existing 6
7070 rights. 7

7272 ROCEEDS OFSALE OFLANDS.—All net proceeds 8
7373 from the sale of Federal lands pursuant to this section 9
7474 shall be deposited directly into the Treasury for reduction 10
7575 of the public debt. 11
