1919 This Act may be cited as the ‘‘Protecting our Land 4

2828 (a) I
2929 NGENERAL.—Notwithstanding any other provi-5
3030 sion of law, the President shall direct the heads of the 6
3131 Federal departments and agencies to promulgate rules 7
3232 and regulations to prohibit the purchase of public or pri-8
3333 vate real estate located in the United States by a foreign 9
3434 adversary, a state sponsor of terrorism, any agent or in-10
3535 strumentality of a foreign adversary or a state sponsor of 11
3636 terrorism, or any person owned or controlled by, or affili-12
3737 ated with, a foreign adversary or a state sponsor of ter-13
3838 rorism. 14
3939 (b) D
4040 EFINITIONS.—In this section— 15
4141 (1) the term ‘‘foreign adversary’’ means any 16
4242 foreign government or foreign nongovernment person 17
4343 engaged in a long-term pattern or serious instances 18
4444 of conduct significantly adverse to the national secu-19
4545 rity of the United States or security and safety of 20
4646 United States persons; 21
4747 (2) the term ‘‘state sponsor of terrorism’’ 22
4848 means a country the government of which the Sec-23
4949 retary of State determines has repeatedly provided 24
5050 support for international terrorism pursuant to— 25

6464 of Puerto Rico, the Commonwealth of the Northern 11
6565 Mariana Islands, American Samoa, Guam, the 12
6666 United States Virgin Islands, and any other terri-13
6767 tory or possession of the United States. 14
