| 35 | 35 | | strumentality of a foreign adversary or a state sponsor of 11 |

| 36 | 36 | | terrorism, or any person owned or controlled by, or affili-12 |

| 37 | 37 | | ated with, a foreign adversary or a state sponsor of ter-13 |

| 41 | 41 | | (1) the term ‘‘foreign adversary’’ means any 16 |

| 43 | 43 | | engaged in a long-term pattern or serious instances 18 |

| 44 | 44 | | of conduct significantly adverse to the national secu-19 |
