3030 STABLISHMENT.—Not later than 1 year after 3
3131 the date of enactment of this Act, the Secretary shall re-4
3232 designate the Office of NextGen as the Office of Advanced 5
3333 Aviation. 6

3535 PPOINTMENT.—Not later than 1 year after the 7
3636 date of enactment of this Act, the Secretary shall appoint 8
3737 an Associate Administrator for Advanced Aviation to head 9
3838 the Office of Advanced Aviation designated under sub-10
3939 section (a). 11

4141 ESPONSIBILITIES.—The responsibilities of the 12
4242 Associate Administrator for Advanced Aviation shall in-13
4343 clude the following: 14
4444 (1) Coordinate rulemaking and approval proc-15
4545 esses on matters relating to the standardization and 16
4646 certification of advanced aviation systems for use in 17
4747 the national airspace system. 18
4848 (2) Coordinate rulemaking and approval proc-19
4949 esses on matters relating to the safe operation and 20
5050 integration of advanced aviation systems in the na-21
5151 tional airspace system. 22
5252 (3) Coordinate activities and establish policies 23
5353 related to the integration of aeronautical radio fre-24
5454 quency spectrum designated by the National Tele-25
5555 communications and Information Administration of 26

121121 stones, and identify the Administration office review-8

123123 (13) Implement pilot programs in partnership 10
124124 with advanced aviation stakeholders to provide data 11
125125 to support rulemaking and approval processes. 12
126126 (14) Serve as a representative of the Adminis-13
127127 tration during interagency coordination of policies 14
128128 related to advanced aviation systems. 15
129129 (15) Promote the safe and responsible integra-16
130130 tion of advanced aviation systems into the national 17

150150 determination that relates to an advanced avia-8
151151 tion system issued in accordance with section 9
152152 44701 or 44704 of title 49, United States 10
153153 Code, or a modification or reversal of such de-11
154154 termination; and 12
155155 (D) an waiver determination that relates to 13
156156 the operation of an advanced aviation system in 14
157157 the national airspace system issued in accord-15
158158 ance with section 44701 or 44807 of title 49, 16
159159 United States Code, or a modification or rever-17
160160 sal of such determination. 18

162162 ONTENTS OF NOTICE .—In each notice of 19
163163 objection submitted under this subsection, the Asso-20
164164 ciate Administrator shall include an explanation for 21
165165 the basis of each such objection. 22

167167 ETERMINATION BY ADMINISTRATOR .—Not 23
168168 later than 30 days after receiving a notice of objec-24
169169 tion under this subsection, the Administrator shall— 25

175175 (B) if the Administrator determines that 3
176176 such objection should be overruled, submit to 4
177177 the Secretary a report explaining the reasons 5
178178 for overruling such objection. 6

180180 ETERMINATION BY SECRETARY .—Not 7
181181 later than 30 days after receiving a report submitted 8
182182 under paragraph (3)(B), the Secretary may deter-9
183183 mine whether to allow the rule, determination, modi-10
184184 fication, or reversal to which the report relates to 11
185185 proceed. If the Secretary fails to make a determina-12
186186 tion under this paragraph, the determination made 13
187187 by the Administrator under paragraph (3) shall pro-14
188188 ceed. 15
189189 (5) I
190190 MPLEMENTATION OF RULE .—Any rule or 16
191191 determination that is the subject of a notice of ob-17
192192 jection submitted under this subsection shall not 18
193193 take effect during the period beginning on the date 19
194194 on which such notice is submitted and ending on the 20
195195 last day of the 30-day period described in paragraph 21
196196 (4). 22

215215 STABLISHMENT.—The Associate Administrator 12
216216 for Advanced Aviation shall establish an Office of Ad-13
217217 vanced Integration within the Office of Advanced Aviation. 14

219219 ESIGNATION.—Not later than 1 year after the 15
220220 date of enactment of this Act, the Associate Adminis-16
221221 trator, in consultation with the Administrator and Sec-17
222222 retary, shall appoint a Director of Advanced Integration 18
223223 to head the Office of Advanced Integration. 19

225225 ESPONSIBILITIES.—The Associate Adminis-20
226226 trator shall delegate to the Director of Advanced Integra-21
227227 tion the responsibilities described in paragraphs (1) 22
228228 through (5) of section 2(c). 23

230230 OLLABORATION.—The Director of Advanced In-24
231231 tegration shall collaborate with— 25

271271 Advanced Aviation, as redesignated under section 5; 8

273273 (4) the Aircraft Certification Service; 10
274274 (5) the Flight Standards Service; 11
275275 (6) Air Traffic Organization; 12
276276 (7) the Program Management Organization; 13

294294 Aviation Coordination Unit, at the discretion of the 3

297297 UTHORITY.—The Chair may— 5
298298 (A) schedule meetings of the members of 6
299299 the Advanced Aviation Coordination Unit; 7
300300 (B) identify items for the members of the 8
301301 Advanced Aviation Coordination Unit to act on 9
302302 in fulfillment of the responsibilities described in 10
303303 subsection (d); and 11
304304 (C) submit to the Administrator, the Sec-12
305305 retary, and Congress a notice of noncompliance 13
306306 indicating that a member of the Advanced Avia-14
307307 tion Coordination Unit failed to participate in 15
308308 the Coordination Unit to the extent necessary 16
309309 to fulfill such responsibilities. 17

311311 ONSULTATION.—The Chair shall consult 18
312312 with the Director of the William J. Hughes Tech-19
313313 nical Center for Advanced Aviation to identify new 20
314314 aviation-related technologies through the aviation in-21
315315 novation program established under section 5(c). 22

317317 ESPONSIBILITIES.—The members of the Ad-23
318318 vanced Aviation Coordination Unit shall collaborate to— 24

335335 challenges related to the application and impact of 14
336336 radio frequency spectrum use in the national air-15

338338 (7) identify innovative aviation technologies 17
339339 that may be integrated into the national airspace 18

343343 may facilitate coordination between interagency partners 21

345345 Unit to fulfill the responsibilities described in subsection 23

457457 (F) providing technical and engineering 22
458458 services for customers of such laboratories in 23

470470 ment agencies. 7

472472 VIATIONINNOVATIONPROGRAM.— 8

474474 STABLISHMENT.—The Director of the 9
475475 William J. Hughes Technical Center for Advanced 10
476476 Aviation shall establish and manage a program to 11
477477 evaluate new aviation-related technologies proposed 12
478478 to be used in the national airspace system and facili-13
479479 tate the integration of such technologies into the na-14
480480 tional airspace system. 15

482482 OMPONENTS.— 16

484484 N GENERAL.—In carrying out the 17
485485 program established under paragraph (1), the 18
486486 Director shall— 19
487487 (i) encourage aviation industry stake-20
488488 holders, innovators, and entrepreneurs to 21
489489 present to the Director aviation-related 22
490490 technologies for proposed use in the na-23
491491 tional airspace system; 24

533533 ommendation to the Administrator and the 9

564564 RESERVATION.—The redesignation of the Wil-9
565565 liam J. Hughes Technical Center under this section shall 10
566566 not affect any agreement between the William J. Hughes 11
567567 Technical Center and another entity that was in effect on 12
568568 the day before such redesignation occurs. 13

608608 (i) relates to the telecommunication 21
