A BILL 
To prohibit Federal funds from being provided to an institu-
tion of higher education unless the institution has banned 
use of TikTok on electronic devices, and for other pur-
poses. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Terminate TikTok on 4
Campus Act of 2023’’. 5

SEC. 2. PROHIBITION ON FEDERAL FUNDS FOR ANY INSTI-1

VICES. 4
(a) I
NGENERAL.—Following the 90-day period be-5
ginning on the date of enactment of this Act, no Federal 6
funds may be provided to an institution of higher edu-7
cation unless the institution of higher education has devel-8
oped and implemented standards and guidelines— 9
(1) prohibiting the use of TikTok on electronic 10
devices owned or issued by the institution; and 11
(2) requiring the removal of TikTok from elec-12
tronic devices owned or issued by the institution. 13
(b) R
ESEARCHEXCEPTION.—The requirements in 14
subsection (a) shall not apply with respect to research 15
that— 16
(1) is conducted by, supervised by, or author-17
ized by faculty of an institution of higher education; 18
and 19
(2) pertains to national security, law enforce-20
ment, telecommunications, or cybersecurity. 21

EFINITIONS.—In this section: 22
(1) I
NSTITUTION OF HIGHER EDUCATION .—The 23
term ‘‘institution of higher education’’ has the 24
meaning given that term in section 102 of the High-25
er Education Act of 1965 (20 U.S.C. 1002). 26

(2) ELECTRONIC DEVICE .—The term ‘‘elec-1
tronic device’’— 2
(A) means a device capable of accessing 3
the internet (either directly or by connecting to 4
another device or system); and 5
(B) includes a computer, a tablet, a 6
streaming device, a smartphone, a smartwatch, 7
and any other smart device. 8
(3) T
IKTOK.—The term ‘‘TikTok’’— 9
(A) means the social networking service 10
TikTok; and 11
(B) includes any successor application or 12
service developed or provided by ByteDance 13
Limited or an entity owned by ByteDance Lim-14
ited. 15
