2020 SECTION 1. SHORT TITLE. 3
2121 This Act may be cited as the ‘‘National Jazz Preser-4
2222 vation, Education, and Promulgation Act of 2023’’. 5
2323 SEC. 2. NATIONAL JAZZ PRESERVATION PROGRAM. 6

2525 STABLISHMENT.—There is established a Na-7
2626 tional Jazz Preservation Program, to be carried out by 8
2727 the Secretary of the Smithsonian Institution through the 9

3535 ROGRAMCOMPONENTS.—Under the National 4
3636 Jazz Preservation Program, the Secretary of the Smithso-5
3737 nian Institution shall— 6
3838 (1) record audio and video interviews with lead-7
3939 ing jazz artists; 8
4040 (2) acquire and preserve jazz artifacts, and in-9
4141 terpret the artifacts through activities such as exhi-10
4242 bitions and performances by the Smithsonian Jazz 11
4343 Masterworks Orchestra; 12
4444 (3) continue to recognize Jazz Appreciation 13
4545 Month; 14
4646 (4) establish, with governmental agencies, uni-15
4747 versities, museums, and community-based organiza-16
4848 tions with jazz archival collections, collaborative 17
4949 agreements for the sharing of jazz artifacts; and 18
5050 (5) encourage, consult with, and engage in ca-19
5151 pacity building with community-based and regional 20
5252 organizations with the potential to establish jazz ar-21
5353 chival collections. 22

5555 UTHORIZATION OF APPROPRIATIONS.—There is 23

6464 Section 4107(a)(3) of the Elementary and Secondary 5
6565 Education Act of 1965 (20 U.S.C. 7117(a)(3)) is amend-6
6666 ed— 7
6767 (1) in subparagraph (I), by striking ‘‘or’’ at the 8
6868 end; 9
6969 (2) by redesignating subparagraph (J) as sub-10
7070 paragraph (K); and 11
7171 (3) by inserting after subparagraph (I) the fol-12
7272 lowing: 13
7373 ‘‘(J) programs to promote jazz education, 14
7474 which may include— 15
7575 ‘‘(i) a Jazz Artists in the Schools pro-16
7676 gram to provide support for State arts 17
7777 agencies to bring jazz artists to elementary 18
7878 and secondary schools in collaboration with 19
7979 local educational agencies; 20
8080 ‘‘(ii) a program for— 21
8181 ‘‘(I) the development by jazz art-22
8282 ists and educators of lesson plans and 23
8383 other educational materials about 24

9696 education by jazz artists and edu-9

9898 ‘‘(iii) an Ambassadors of Jazz pro-11
9999 gram to send jazz musicians, and jazz or-12
100100 chestras from secondary schools, abroad to 13
101101 perform for diverse audiences on missions 14
102102 of goodwill, education, and cultural ex-15
103103 change, in collaboration with the Secretary 16

119119 ROGRAMCOMPONENTS.—Under the National 3
120120 Jazz Appreciation Program, the Secretary of the Smithso-4
121121 nian Institution shall establish a series of jazz perform-5
122122 ances at Smithsonian affiliates throughout the Nation that 6
123123 provides broad geographic access to jazz and supports 7
124124 public appreciation for the diversity of jazz music. 8

126126 UTHORIZATION OF APPROPRIATIONS.—There is 9
127127 authorized to be appropriated to carry out this section 10
128128 $1,000,000 for each of fiscal years 2022 through 2024, 11
