16	16	To preserve knowledge and promote education about jazz
17	17	in the United States and abroad.
18	18	Be it enacted by the Senate and House of Representa-1
19	19	tives of the United States of America in Congress assembled, 2
20	20	SECTION 1. SHORT TITLE. 3
21	21	This Act may be cited as the ‘‘National Jazz Preser-4
22	22	vation, Education, and Promulgation Act of 2023’’. 5
23	23	SEC. 2. NATIONAL JAZZ PRESERVATION PROGRAM. 6
24	24	(a) E
25	25	STABLISHMENT.—There is established a Na-7
26	26	tional Jazz Preservation Program, to be carried out by 8
27	27	the Secretary of the Smithsonian Institution through the 9

32	32	and in collaboration with other Smithsonian museums, to 2
33	33	preserve knowledge and promote education about jazz. 3
34	34	(b) P
35	35	ROGRAMCOMPONENTS.—Under the National 4
36	36	Jazz Preservation Program, the Secretary of the Smithso-5
37	37	nian Institution shall— 6
38	38	(1) record audio and video interviews with lead-7
39	39	ing jazz artists; 8
40	40	(2) acquire and preserve jazz artifacts, and in-9
41	41	terpret the artifacts through activities such as exhi-10
42	42	bitions and performances by the Smithsonian Jazz 11
43	43	Masterworks Orchestra; 12
44	44	(3) continue to recognize Jazz Appreciation 13
45	45	Month; 14
46	46	(4) establish, with governmental agencies, uni-15
47	47	versities, museums, and community-based organiza-16
48	48	tions with jazz archival collections, collaborative 17
49	49	agreements for the sharing of jazz artifacts; and 18
50	50	(5) encourage, consult with, and engage in ca-19
51	51	pacity building with community-based and regional 20
52	52	organizations with the potential to establish jazz ar-21
53	53	chival collections. 22

55	55	UTHORIZATION OF APPROPRIATIONS.—There is 23
56	56	authorized to be appropriated to carry out this section 24

60	60	$2,000,000 for each of fiscal years 2022 through 2024, 1
61	61	to remain available until expended. 2
62	62	SEC. 3. JAZZ EDUCATION IN ELEMENTARY AND SEC-3
63	63	ONDARY SCHOOLS. 4
64	64	Section 4107(a)(3) of the Elementary and Secondary 5
65	65	Education Act of 1965 (20 U.S.C. 7117(a)(3)) is amend-6
66	66	ed— 7
67	67	(1) in subparagraph (I), by striking ‘‘or’’ at the 8
68	68	end; 9
69	69	(2) by redesignating subparagraph (J) as sub-10
70	70	paragraph (K); and 11
71	71	(3) by inserting after subparagraph (I) the fol-12
72	72	lowing: 13
73	73	‘‘(J) programs to promote jazz education, 14
74	74	which may include— 15
75	75	‘‘(i) a Jazz Artists in the Schools pro-16
76	76	gram to provide support for State arts 17
77	77	agencies to bring jazz artists to elementary 18
78	78	and secondary schools in collaboration with 19
79	79	local educational agencies; 20
80	80	‘‘(ii) a program for— 21
81	81	‘‘(I) the development by jazz art-22
82	82	ists and educators of lesson plans and 23
83	83	other educational materials about 24
84	84	jazz; 25

89	89	educational materials by organizations 2
90	90	that may include the National Endow-3
91	91	ment for the Arts, educational institu-4
92	92	tions, State and local arts and cul-5
93	93	tural organizations, or nonprofit orga-6
94	94	nizations; and 7
95	95	‘‘(III) teacher training on jazz 8
96	96	education by jazz artists and edu-9
97	97	cators; and 10
98	98	‘‘(iii) an Ambassadors of Jazz pro-11
99	99	gram to send jazz musicians, and jazz or-12
100	100	chestras from secondary schools, abroad to 13
101	101	perform for diverse audiences on missions 14
102	102	of goodwill, education, and cultural ex-15
103	103	change, in collaboration with the Secretary 16
104	104	of State; or’’. 17
105	105	SEC. 4. NATIONAL JAZZ APPRECIATION PROGRAM. 18

108	108	tional Jazz Appreciation Program, to be carried out by 20

110	110	Director of the National Museum of American History 22

112	112	affiliates, the National Endowment for the Arts, and the 24

117	117	appreciation of jazz music throughout the Nation. 2

120	120	Jazz Appreciation Program, the Secretary of the Smithso-4
121	121	nian Institution shall establish a series of jazz perform-5
122	122	ances at Smithsonian affiliates throughout the Nation that 6
123	123	provides broad geographic access to jazz and supports 7
124	124	public appreciation for the diversity of jazz music. 8

126	126	UTHORIZATION OF APPROPRIATIONS.—There is 9
127	127	authorized to be appropriated to carry out this section 10
128	128	$1,000,000 for each of fiscal years 2022 through 2024, 11
