To amend the Gun-Free School Zones Act of 1990 to permit qualified law
enforcement officers, qualified retired law enforcement officers, and per-
sons not prohibited by State law from carrying a concealed firearm
to carry a firearm, and to discharge a firearm in defense of self or
others, in a school zone.

A BILL
To amend the Gun-Free School Zones Act of 1990 to permit
qualified law enforcement officers, qualified retired law
enforcement officers, and persons not prohibited by State
law from carrying a concealed firearm to carry a firearm,
and to discharge a firearm in defense of self or others,
in a school zone.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Protect Against School 4
Shootings Act’’ or the ‘‘PASS Act’’. 5

SEC. 2. USE OF FIREARMS IN SCHOOL ZONES BY QUALI-1

CERS, AND PERSONS NOT PROHIBITED BY 4
STATE LAW FROM CARRYING A CONCEALED 5
FIREARM. 6
Section 922(q) of title 18, United States Code, is 7
amended— 8
(1) in paragraph (2)(B)— 9
(A) in clause (vi), by striking ‘‘or’’ at the 10
end; 11
(B) in clause (vii), by striking the period 12
at the end and inserting ‘‘; or’’; and 13
(C) by adding at the end the following: 14
‘‘(viii) by a person who, under section 926B or 15
926C or the law of a State, may carry a concealed 16
firearm.’’; and 17
(2) in paragraph (3)(B)— 18
(A) in clause (iii), by striking ‘‘or’’ at the 19
end; 20
(B) in clause (iv), by striking the period at 21
the end and inserting ‘‘; or’’; and 22
(C) by adding at the end the following: 23
