16	16	To amend the National Voter Registration Act of 1993 to
17	17	require an individual who applies for a motor vehicle
18	18	driver’s license in a new State to indicate whether the
19	19	new State is to serve as the individual’s residence for
20	20	purposes of registering to vote in elections for Federal
21	21	office, and for other purposes.
22	22	Be it enacted by the Senate and House of Representa-1
23	23	tives of the United States of America in Congress assembled, 2
24	24	SECTION 1. SHORT TITLE. 3
25	25	This Act may be cited as the ‘‘Voter Registration Ef-4
26	26	ficiency Act’’. 5

36	36	EQUIREMENTS FOR APPLICANTS FOR LI-6
37	37	CENSES.—Section 5(d) of the National Voter Registration 7
38	38	Act of 1993 (42 U.S.C. 1973gg–3(d)) is amended— 8
39	39	(1) by striking ‘‘Any change’’ and inserting 9
40	40	‘‘(1) Any change’’; and 10
41	41	(2) by adding at the end the following new 11
42	42	paragraph: 12
43	43	‘‘(2)(A) A State motor vehicle authority shall require 13
44	44	each individual applying for a motor vehicle driver’s li-14
45	45	cense in the State— 15
46	46	‘‘(i) to indicate whether the individual resides in 16
47	47	another State or resided in another State prior to 17
48	48	applying for the license, and, if so, to identify the 18
49	49	State involved; and 19
50	50	‘‘(ii) to indicate whether the individual intends 20
51	51	for the State to serve as the individual’s residence 21
52	52	for purposes of registering to vote in elections for 22
53	53	Federal office. 23
54	54	‘‘(B) If pursuant to subparagraph (A)(ii) an indi-24
55	55	vidual indicates to the State motor vehicle authority that 25
56	56	the individual intends for the State to serve as the individ-26

60	60	ual’s residence for purposes of registering to vote in elec-1
61	61	tions for Federal office, the authority shall notify the 2
62	62	motor vehicle authority of the State identified by the indi-3
63	63	vidual pursuant to subparagraph (A)(i), who shall notify 4
64	64	the chief State election official of such State that the indi-5
65	65	vidual no longer intends for that State to serve as the indi-6
66	66	vidual’s residence for purposes of registering to vote in 7
67	67	elections for Federal office.’’. 8

69	69	FFECTIVEDATE.—The amendments made by 9
70	70	subsection (a) shall take effect with respect to elections 10
71	71	occurring in 2024 or any succeeding year. 11
