16	16	tives of the United States of America in Congress assembled, 2
17	17	SECTION 1. SHORT TITLE. 3
18	18	This Act may be cited as the ‘‘National Lighthouse 4
19	19	Museum Act’’. 5
20	20	SEC. 2. NATIONAL LIGHTHOUSE MUSEUM. 6
21	21	Part B of subtitle II of title 36, United States Code, 7
22	22	is amended by inserting after chapter 1519 the following 8
23	23	new chapter: 9

45	45	EDERALCHARTER.—The National Lighthouse 4
46	46	Museum, incorporated in New York, is a federally char-5
47	47	tered corporation. 6
48	48	‘‘(b) E
49	49	XPIRATION OFCHARTER.—If the corporation 7
50	50	does not comply with any provision of this chapter, the 8
51	51	charter granted by this chapter expires. 9
52	52	‘‘§ 152002. Purposes 10
53	53	‘‘The purposes of the corporation are as provided in 11
54	54	its constitution and bylaws and include the following pur-12
55	55	poses: 13
56	56	‘‘(1) To collect, preserve, and interpret objects 14
57	57	related to the history and technology of lighthouses 15
58	58	and lightships located, in the past or present, at 16
59	59	sites throughout the United States. 17

64	64	information on the history and technology of Amer-2
65	65	ican lighthouses. 3
66	66	‘‘(3) To create and maintain an archive of arti-4
67	67	facts and materials related to American lighthouses. 5
68	68	‘‘(4) To foster research of American lighthouse 6
69	69	history. 7
70	70	‘‘(5) To serve as a contact point for public in-8
71	71	quiry and assistance with respect to American light-9
72	72	house history, research, education, collections, and 10
73	73	programs. 11
74	74	‘‘(6) To celebrate America’s lighthouse heritage 12
75	75	through educational programs, publications, films, 13
76	76	festivals, living history, lighthouse trails, con-14
77	77	ferences, and other such offerings. 15
78	78	‘‘(7) To support other existing and future light-16
79	79	house museums, organizations, and sites. 17
80	80	‘‘(8) To establish partnerships with other orga-18
81	81	nizations to attain the above goals. 19
82	82	‘‘(9) To engage in any lawful act or activity 20
83	83	necessary to further the purposes of the corporation 21
84	84	under this section. 22
85	85	‘‘§ 152003. Operation of museum 23
86	86	‘‘(a) I
87	87	NGENERAL.—The corporation shall operate a 24
88	88	museum to be known as the National Lighthouse Museum 25

93	93	General Depot located at what is now known as St. 2
94	94	George, Staten Island, New York. 3
95	95	‘‘(b) S
96	96	TORAGEFACILITY.—The corporation shall op-4
97	97	erate a storage facility located at or near the site described 5
98	98	in subsection (a) for the care, conservation, and mainte-6
99	99	nance of artifacts in the collection of the corporation. 7
100	100	‘‘(c) S
101	101	UPPORT TOOTHERMUSEUMS.—The corpora-8
102	102	tion shall provide support to other museums that interpret 9
103	103	the history of aids to navigation in the United States. 10
104	104	‘‘(d) D
105	105	ESIGNATION OFCOLLECTION.—The collection 11
106	106	of artifacts of the National Lighthouse Museum shall be 12
107	107	known as the National Lighthouse Collection. 13
108	108	‘‘(e) E
109	109	XCLUSIVERIGHT.—The corporation shall have 14
110	110	the sole and exclusive right to use, in carrying out its pur-15
111	111	poses, the name ‘National Lighthouse Museum’ and the 16
112	112	sole and exclusive right to the use of its corporate seal, 17
113	113	emblems, and badges as adopted by the corporation. 18
114	114	‘‘§ 152004. Membership 19
115	115	‘‘Eligibility for membership in the corporation and 20
116	116	the rights and privileges of members are as provided in 21
117	117	the constitution and bylaws of the corporation. 22
118	118	‘‘§ 152005. Governing body 23
119	119	‘‘(a) B
120	120	OARD OFTRUSTEES.—The board of trustees 24
121	121	of the corporation and the responsibilities of the board are 25

128	128	FFICERS.—The officers and the election of offi-3
129	129	cers of the corporation are as provided in the bylaws of 4

132	132	‘‘The corporation has only the powers provided in its 7
133	133	constitution, bylaws, and charter as granted by the Board 8
134	134	of Regents of the State of New York and in the certificate 9
135	135	of authority in any other State in which the corporation 10
136	136	is, or shall be, qualified to do business. 11
137	137	‘‘§ 152007. Restrictions 12
138	138	‘‘(a) S
139	139	TOCK ANDDIVIDENDS.—The corporation may 13
140	140	not issue stock or declare or pay a dividend. 14

142	142	OLITICALACTIVITIES.—The corporation or a 15
143	143	trustee or officer, acting as such trustee or officer, may 16
144	144	not contribute to, support, or participate in any political 17
145	145	activity or in any manner attempt to influence legislation. 18

147	147	ISTRIBUTION OFINCOME ORASSETS.—The in-19
148	148	come or assets of the corporation may not inure to the 20
149	149	benefit of, or be distributed to, a trustee, officer, or mem-21
150	150	ber during the life of the charter granted by this chapter. 22
151	151	This subsection does not prevent the payment of reason-23
152	152	able compensation to an officer or reimbursement for ac-24

159	159	OANS.—The corporation may not make a loan 3
160	160	to a trustee, officer, or employee. 4

163	163	THORIZATION.—The corporation may not claim congres-6
164	164	sional approval or the authority of the United States Gov-7
165	165	ernment for any of its activities. 8
166	166	‘‘§ 152008. Duty to maintain corporate and tax-ex-9
167	167	empt status 10

169	169	ORPORATESTATUS.—The corporation shall 11
170	170	maintain its corporate status as a corporation incor-12
171	171	porated under the laws of the State of New York. 13
172	172	‘‘(b) T
173	173	AX-EXEMPTSTATUS.—The corporation shall 14
174	174	maintain its status as an organization exempt from tax-15
175	175	ation under the Internal Revenue Code of 1986 (26 U.S.C. 16
176	176	1 et seq.). 17
177	177	‘‘§ 152009. Records and inspection 18
178	178	‘‘(a) R
179	179	ECORDS.—The corporation shall keep— 19
180	180	‘‘(1) correct and complete records of account; 20
181	181	‘‘(2) minutes of the proceedings of its members, 21
182	182	board of trustees, and committees; and 22
183	183	‘‘(3) at its principal office, a record of the 23
184	184	names and addresses of its members entitled to vote, 24
185	185	if any. 25

189	189	‘‘(b) INSPECTION.—Any officer or trustee, or any 1
190	190	member entitled to vote (if any), or an agent or attorney 2
191	191	of such officer, trustee, or member, may inspect the 3
192	192	records of the corporation for any proper purpose at any 4
193	193	reasonable time. 5
194	194	‘‘§ 152010. Service of process 6
195	195	‘‘The corporation shall comply with the law on service 7
196	196	of process of the State of New York and in each State 8
197	197	in which it carries on activities. 9
198	198	‘‘§ 152011. Liability for acts of officers and agents 10
199	199	‘‘The corporation is liable for the acts of its officers 11
200	200	and agents acting within the scope of their authority. 12
201	201	‘‘§ 152012. Annual report 13
202	202	‘‘The corporation shall submit an annual report to 14
203	203	Congress on the activities of the corporation during the 15
204	204	prior fiscal year. The report shall be submitted at the 16
205	205	same time as the report of the audit required by section 17
206	206	10101 of this title. The report may not be printed as a 18
207	207	public document. 19
208	208	‘‘§ 152013. Definitions 20
209	209	‘‘For purposes of this chapter— 21
210	210	‘‘(1) the term ‘corporation’ means the National 22
211	211	Lighthouse Museum, Inc., incorporated in New 23
212	212	York; and 24
