To amend title 38, United States Code, to authorize the 
Secretary of Veterans Affairs to make certain contribu-
tions to local authorities to mitigate the risk of flooding 
on local property adjacent to medical facilities of the 
Department of Veterans Affairs, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘VA Flood Prepared-4
ness Act’’. 5

(a) I
NGENERAL.—Section 8108 of title 38, United 6
States Code, is amended by inserting ‘‘, or to mitigate the 7
risk of flooding, including the risk of flooding associated 8
with rising sea levels’’ before the period at the end. 9
(b) R
EPORT.—Not later than 2 years after the date 10
of the enactment of this Act, the Secretary of Veterans 11
Affairs shall submit to the Committees on Veterans’ Af-12
fairs of the House of Representatives and the Senate a 13
report that includes an assessment of— 14
(1) the extent to which each medical facility (as 15
such term is defined in section 8101(3) of title 38, 16
United States Code) is at risk of flooding, including 17
the risk of flooding associated with rising sea levels; 18
and 19
(2) whether additional resources are necessary 20
to address the risk of flooding at each such facility. 21
