18	18	employees of the Department of Veterans Affairs to re-
19	19	ceive training developed by the Inspector General of the
20	20	Department on reporting wrongdoing to, responding to
21	21	requests from, and cooperating with the Office of Inspec-
22	22	tor General of the Department, and for other purposes.

29	29	This Act may be cited as the ‘‘Department of Vet-2
30	30	erans Affairs Office of Inspector General Training Act of 3
31	31	2023’’. 4
32	32	SEC. 2. DEPARTMENT OF VETERANS AFFAIRS EMPLOYEE 5
33	33	TRAINING REGARDING OFFICE OF INSPEC-6
34	34	TOR GENERAL. 7
35	35	(a) T
36	36	RAINING.—The Secretary of Veterans Affairs 8
37	37	shall require each employee of the Department of Veterans 9
38	38	Affairs who begins employment with the Department on 10
39	39	or after the date of the enactment of this Act to receive 11
40	40	training that the Inspector General of the Department 12
41	41	shall develop on the reporting of wrongdoing to, respond-13
42	42	ing to requests from, and cooperating with the Office of 14
43	43	Inspector General of the Department. 15
44	44	(b) T
45	45	IMING OFTRAINING.—In carrying out sub-16
46	46	section (a), the Secretary shall require each employee of 17
47	47	the Department covered under such subsection to undergo 18
48	48	the training required by such subsection not later than 19
49	49	one year after the date on which the employee begins em-20
50	50	ployment with the Department. 21

52	52	LEMENTS.—Training developed and required 22
53	53	under subsection (a) shall include the following: 23
54	54	(1) Definition of the role, responsibilities, and 24
55	55	legal authority of the Inspector General of the De-25
56	56	partment and the duties of employees of the Depart-26

62	62	(2) Identification of the circumstances and 3
63	63	mechanisms for reporting fraud, waste, abuse, and 4
64	64	other wrongdoing to the Inspector General, including 5
65	65	making confidential complaints to the Inspector 6
66	66	General. 7
67	67	(3) Identification of the prohibitions and rem-8
68	68	edies that help to protect employees of the Depart-9
69	69	ment from retaliation when reporting wrongdoing to 10
70	70	the Inspector General. 11
71	71	(4) Recognition of opportunities to engage with 12
72	72	staff of the Office of Inspector General to improve 13
73	73	programs, operations, and services of the Depart-14
74	74	ment. 15

76	76	ESIGN ANDUPDATE.—The Inspector General of 16
77	77	the Department shall design, and update as the Inspector 17
78	78	General considers appropriate, the training developed and 18
79	79	required by subsection (a). 19

81	81	YSTEM.—The Secretary shall provide, via the 20
82	82	talent management system of the Department, or suc-21
83	83	cessor system, the training developed and required under 22
84	84	subsection (a). 23

86	86	ELATION TOCERTAINTRAINING.—The Sec-24
87	87	retary shall ensure that training developed and required 25

92	92	provided under section 733 of title 38, United States 2

95	95	OTICE TOEMPLOYEES.—The Secretary shall 4
96	96	ensure that the Inspector General is afforded the oppor-5
97	97	tunity, not less frequently than twice each year and more 6
98	98	frequently if the Inspector General considers appropriate 7
99	99	under extraordinary circumstances, to use the electronic 8
100	100	mail system of the Department to notify all authorized 9
101	101	users of such system of the following: 10
102	102	(1) The roles and responsibilities of the employ-11
103	103	ees of the Department when engaging with the Of-12
104	104	fice of Inspector General. 13
105	105	(2) The availability of training provided under 14
106	106	subsection (a). 15
107	107	(3) How to access training provided under sub-16
108	108	section (a). 17
109	109	(4) Information about how to contact the Office 18
110	110	of Inspector General, including a link to any 19
111	111	website-based reporting form of the Office. 20
