17	17	Be it enacted by the Senate and House of Representa-1
18	18	tives of the United States of America in Congress assembled, 2
19	19	SECTION 1. SHORT TITLE. 3
20	20	This Act may be cited as the ‘‘DHS Cybersecurity 4
21	21	On-the-Job Training and Employment Apprentice Pro-5
22	22	gram Act’’. 6

27	27	EMPLOYMENT APPRENTICE PROGRAM. 2
28	28	(a) I
29	29	NGENERAL.—Subtitle A of title XXII of the 3
30	30	Homeland Security Act of 2002 (6 U.S.C. 141 et seq.) 4
31	31	is amended by adding at the end the following new section: 5
32	32	‘‘SEC. 2220E. DHS CYBERSECURITY ON-THE-JOB TRAINING 6
33	33	AND EMPLOYMENT APPRENTICE PROGRAM. 7
34	34	‘‘(a) I
35	35	NGENERAL.—Not later than 18 months after 8
36	36	the date of the enactment of this section, the Secretary 9
37	37	shall establish a ‘DHS Cybersecurity On-the-Job Training 10
38	38	and Employment Apprentice Program’ (in this section re-11
39	39	ferred to as the ‘Program’) to identify Department em-12
40	40	ployees for work in matters relating to cybersecurity at 13
41	41	the Department. The Program shall be led by the Direc-14
42	42	tor. The Secretary may provide the Director with such of-15
43	43	ficers or employees of the Department as are necessary 16
44	44	to carry out the Program. 17
45	45	‘‘(b) D
46	46	UTIES.—In carrying out the Program under 18
47	47	subsection (a), the Director shall— 19
48	48	‘‘(1) submit to the Secretary a monthly report 20
49	49	on the status of vacancies in cybersecurity positions 21
50	50	throughout the Department; 22
51	51	‘‘(2) identify diagnostic tools that can accu-23
52	52	rately and reliably measure an individual’s capacity 24
53	53	to perform cybersecurity related jobs or serve in po-25

57	57	sitions associated with network or computing secu-1
58	58	rity; 2
59	59	‘‘(3) in consultation with relevant Department 3
60	60	component heads, identify a roster of positions that 4
61	61	may be a good fit for the Program and make rec-5
62	62	ommendations to the Secretary relating to such 6
63	63	identified positions; 7
64	64	‘‘(4) develop a curriculum for the Program, 8
65	65	which may include distance learning instruction, in- 9
66	66	classroom instruction within a work location, on-the- 10
67	67	job instruction under the supervision of experienced 11
68	68	cybersecurity staff, or other means of training and 12
69	69	education as determined appropriate by the Sec-13
70	70	retary; 14
71	71	‘‘(5) recruit individuals employed by the De-15
72	72	partment to participate in the Program; 16
73	73	‘‘(6) determine the best means for training and 17
74	74	retention of Department employees enrolled in the 18
75	75	Program; 19
76	76	‘‘(7) maintain an accurate numeration and de-20
77	77	scription of all filled and unfilled cybersecurity posi-21
78	78	tions within the Department by office and compo-22
79	79	nent; 23
80	80	‘‘(8) keep up-to-date a roster of open positions 24
81	81	relating to cybersecurity, as determined and ap-25

85	85	proved by the Secretary, and the skills applicants 1
86	86	must attain to qualify to fill such positions; 2
87	87	‘‘(9) maintain information on individuals en-3
88	88	rolled in the Program; and 4
89	89	‘‘(10) annually submit to the Committee on 5
90	90	Homeland Security of the House of Representatives 6
91	91	and the Committee on Homeland Security and Gov-7
92	92	ernmental Affairs of the Senate a report containing 8
93	93	information relating to the duties specified in this 9
94	94	subsection.’’. 10

104	104	2220D to appear after the item relating to sec-17
105	105	tion 2220C; and 18
106	106	(B) by inserting after the item relating to 19
107	107	section 2220D the following new item: 20
108	108	‘‘Sec. 2220E. DHS Cybersecurity On-the-Job Training and Employment Ap-
109	109	prentice Program.’’.
