2929 NGENERAL.—Subtitle A of title XXII of the 3
3030 Homeland Security Act of 2002 (6 U.S.C. 141 et seq.) 4
3131 is amended by adding at the end the following new section: 5
3232 ‘‘SEC. 2220E. DHS CYBERSECURITY ON-THE-JOB TRAINING 6
3333 AND EMPLOYMENT APPRENTICE PROGRAM. 7
3434 ‘‘(a) I
3535 NGENERAL.—Not later than 18 months after 8
3636 the date of the enactment of this section, the Secretary 9
3737 shall establish a ‘DHS Cybersecurity On-the-Job Training 10
3838 and Employment Apprentice Program’ (in this section re-11
3939 ferred to as the ‘Program’) to identify Department em-12
4040 ployees for work in matters relating to cybersecurity at 13
4141 the Department. The Program shall be led by the Direc-14
4242 tor. The Secretary may provide the Director with such of-15
4343 ficers or employees of the Department as are necessary 16
4444 to carry out the Program. 17
4545 ‘‘(b) D
4646 UTIES.—In carrying out the Program under 18
4747 subsection (a), the Director shall— 19
4848 ‘‘(1) submit to the Secretary a monthly report 20
4949 on the status of vacancies in cybersecurity positions 21
5050 throughout the Department; 22
5151 ‘‘(2) identify diagnostic tools that can accu-23
5252 rately and reliably measure an individual’s capacity 24
5353 to perform cybersecurity related jobs or serve in po-25

5959 ‘‘(3) in consultation with relevant Department 3
6060 component heads, identify a roster of positions that 4
6161 may be a good fit for the Program and make rec-5
6262 ommendations to the Secretary relating to such 6
6363 identified positions; 7
6464 ‘‘(4) develop a curriculum for the Program, 8
6565 which may include distance learning instruction, in- 9
6666 classroom instruction within a work location, on-the- 10
6767 job instruction under the supervision of experienced 11
6868 cybersecurity staff, or other means of training and 12
6969 education as determined appropriate by the Sec-13
7070 retary; 14
7171 ‘‘(5) recruit individuals employed by the De-15
7272 partment to participate in the Program; 16
7373 ‘‘(6) determine the best means for training and 17
7474 retention of Department employees enrolled in the 18
7575 Program; 19
7676 ‘‘(7) maintain an accurate numeration and de-20
7777 scription of all filled and unfilled cybersecurity posi-21
7878 tions within the Department by office and compo-22
7979 nent; 23
8080 ‘‘(8) keep up-to-date a roster of open positions 24
8181 relating to cybersecurity, as determined and ap-25

9191 and the Committee on Homeland Security and Gov-7
9292 ernmental Affairs of the Senate a report containing 8
9393 information relating to the duties specified in this 9
9494 subsection.’’. 10
