36 | 36 | | tional groups, series, classes, or subdivisions 8 |

37 | 37 | | thereof, as determined by the Secretary of 9 |

39 | 39 | | (2) may make increases in all rates in the pay 11 |

40 | 40 | | range for each such grade or level, in accordance 12 |
